APPROVE A SUBSTANTIAL AMENDMENT TO THE FISCAL YEAR 2019-20 <br />ANNUAL ACTION PLAN, AMEND THE FISCAL YEAR 2019-20 CAPITAL <br />IMPROVEMENT PROGRAM, AND AWARD A CONSTRUCTION CONTRACT TO <br />VIDO SAMARZICH, INC., IN THE AMOUNT OF $1,278,820, FOR THE <br />RESIDENTIAL STREET IMPROVEMENT BISHOP AND RAITT PROJECTS WITH <br />AN ESTIMATED TOTAL CONSTRUCTION DELIVERY COST OF $1,681,207 <br />(PROJECT NOS. 20-7536 & 20-7537) {STRATEGIC PLAN NOS. 5; 6, 1B, 1C, & 1G} – <br />Public Works Agency and Community Development Agency <br /> <br />Community Redevelopment and Housing Commission approved recommended action on <br />January 22, 2020 by a vote of 5-0 (Garcia absent). <br /> <br />RECOMMENDED ACTION: <br /> <br />1. Approve a Substantial Amendment to the Fiscal Year 2019 - 2020 Annual Action <br />Plan in order to reallocate and reprogram $2,155,148 in Community Development <br />Block Grant funds, and authorize its submission to the United States <br />Department of Housing and Urban Development. <br /> <br />2. Approve amendment to the Fiscal Year 2019-2020 Capital Improvement Program <br />adding $1,681,207 to the Residential Street Repair Program for street <br />improvements on Bishop Street and Raitt Street. <br /> <br />3.
