3. Summary <br />Considering the availability of replacement housing, adequate replacement resources exist in the <br />Project area for affected residential tenants and owner -occupants. <br />Although adequate replacement resources exist, based on surveyed results of rental and <br />purchase opportunities, and anticipated values of existing dwellings, occupants are anticipated <br />to have increases in monthly rents and/or higher purchase costs. These possible increases, if any, <br />would be met through the City's Relocation Assistance Program. <br />C. Related Issues <br />t. Concurrent Residential Displacement <br />The Project would not compete with or adversely affect the availability of comparable <br />replacement resources. There are no other known current public projects under way in the City <br />of Santa Ana or adjacent communities that currently would compete with the Project for housing <br />resources. The City intends to monitor the activity of local agencies. No residential displacee <br />would be required to move without adequate notice and access to available, affordable, decent, <br />safe, and sanitary housing. <br />z. Temporary Relocation <br />The Project is not anticipated to cause temporary displacements. Affected occupants will be <br />permanently displaced. <br />IV. The Relocation Program <br />The City of Santa Ana's (City) Relocation Program is designed to minimize hardship, be <br />responsive to unique project circumstances, maintain personal contact with all affected <br />individuals, consistently applying all regulatory criteria to formulate eligibility and benefit <br />determinations, and conform to all applicable requirements. <br />The City has retained Paragon Partners Ltd. (Paragon) to administer the Relocation Program. <br />Paragon has worked on more than 2,200 public agency acquisition and relocation projects <br />over the past 28 years. Additionally, Paragon has an extensive resume of public works <br />projects undertaken in other Orange County communities. Experienced City staff would <br />monitor the performance of Paragon and be responsible to approve or disapprove <br />Paragon's recommendations concerning eligibility and benefit determinations and <br />interpretations of the City's policy. <br />The Relocation Program consists of two principal constituents: Advisory Assistance and <br />Financial Assistance. <br />A. Program Assurances, Standards and Objectives <br />The City would provide the displaced residential and business occupants with the <br />assistance, rights, and benefits required under state relocation law and the City's policies <br />and procedures.
