GPA No. 2020-01 & ZOA No. 2020-02 — One Broadway Plaza <br />March 30, 2020 <br />Page 4 <br />The building will have a vertically oriented contemporary design with non -reflective blue transparent <br />glass on the outer shell of the structure. The structural skeleton of the building will be visible through <br />the glass and will be illuminated at night. In addition, four buildings totaling 12,484 square feet that <br />are currently on the project site will be used for office and restaurant purposes. Three buildings, <br />9,627 square feet in size, will be used for office purposes, while the remaining 2,857 square foot <br />fourth building is intended to be utilized as a restaurant. <br />Extensive traffic improvements will be made for this project. First, Tenth Street will be converted <br />from a two-way into a one-way, eastbound only street. Second, Washington Avenue will be <br />converted from a two-way street to a one-way, westbound only street. Finally, a roundabout with a <br />water fountain in the center will be constructed at the Tenth and Sycamore Streets intersection that <br />will be used as a traffic -calming device and urban amenity. A pedestrian drop-off for the Orange <br />County High School for the Arts (OCHSA) was required by the original approval. However, OCSA <br />has since constructed the drop-off for the school. <br />The development will feature amenities commonly found at other upscale mixed -use <br />developments in the region. These include a large courtyard with public art, water features and <br />seating areas at the ground level; a Health and Fitness Wellness Center on the Third Floor with a <br />pool, spa, and fitness center; a food court and lounge areas on the Fourth Floor; and, two high end <br />restaurants are proposed on the upper floor of the tower. <br />A comprehensive hardscape and landscape program has been approved for the project. This <br />program will assist in unifying the structures on the site through a consistent landscape program. An <br />expansive plaza will be situated on the northeast corner of Tenth Street and Broadway to provide <br />visual relief as well as provide public spaces for people to gather and interact. The plaza will include <br />reflecting pools, fountains, textured paving with natural stone and a grove of palm, deciduous and <br />evergreen canopy trees. Additionally, an urban art sculpture will be integrated into the plaza area. <br />The west elevation of the parking structure will also be heavily landscaped to soften the appearance <br />of the structure from Broadway. <br />Subsequent approvals needed for this project include a conditional use permit(s) for the sale of <br />alcoholic beverages, Airport Land Use Commission approval, a conditional use permit in the event <br />a helipad is located on the top of the building, an encroachment permit/maintenance agreement for <br />the fountain to be located in the roundabout, and an easement from the State of California to allow <br />the roundabout to encroach on State property. <br />The City's inclusionary housing ordinance (HOO) applies to housing projects of five or more units <br />that are also requesting an increase in allowable density, are in sections of the City that were "up - <br />zoned" to allow additional residential development pursuant to an overlay zone, or were entitled <br />after November 2011. As the proposed project is requesting a modification of the zoning standards <br />for the site to allow residential uses, the HOO requirements of production of affordable housing <br />apply to the proposed development. To meet this requirement, the applicant is proposing to pay <br />the in -lieu fee established at time of permit issuance. Based on the current code, the anticipated <br />in -lieu fee is about $4,770,000. <br />75A-9 <br />
