ONE BROADWAY PLAZA PROJECT EIR ADDENDUM
CITY OF SANTA ANA
5. Environmental Analysis
The Certified EIR analyzed vibration as part of Geology and Soils. The Certified EIR determined that land
uses adjacent to the Project Site would experience temporary annoyance due to vibration from construction.
The Certified EIR determined that the Approved Project's impact relating to construction would be less than
significant.
5.13.2 Impacts Associated with the Proposed Project
Would the Proposed Project result in:
Less Than
Significant
Substantial
Impact/No
Substantial
Change in
New
Changes or
Change in
Circum-
Information
New
Project
stances
Showing New
Information
Requiring
Requiring
or Increased
Requiring
Major EIR
Major EIR
Significant
Preparation of
Environmental Issues
Revisions
Revisions
Effects
an EIR
No Impact
a) Generation of a substantial temporary or
permanent increase in ambient noise levels
in the vicinity of the project in excess of
X
standards established in the local general
plan or noise ordinance, or applicable
standards of other agencies?
b) Generation of excessive groundborne
X
vibration or groundborne noise levels?
c) For a project located within the vicinity of a
private airstrip or an airport land use plan or,
where such a plan has not been adopted,
within two miles of a public airport or public
X
use airport, would the project expose people
residing or working in the project area to
excessive noise levels?
Comments:
a) Generation of a substantial temporary or permanent increase in ambient noise levels in the vicinity
of the project in excess of standards established in the local general plan or noise ordinance, or
applicable standards of other agencies?
Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR.
The Proposed Project would not substantially increase construction noise, since the Proposed Project would
occur within the building envelope of the Approved Project. The Proposed Project would comply with
identified mitigation measures. With regards to construction noise, the Proposed Project would not create a
new significant impact or a substantial increase in the severity of previously identified effects that would require
the preparation of a subsequent EIR.
The Proposed Project would convert up to 19 floors of office uses (from the Approved Project) to up to 415
residential units. Based on the Trip Generation Memo (contained in Appendix B and discussed in the
Page 70 PlaceWorks
