or manager. <br />3. Such meetings are subject to scheduling in a manner consistent with City <br />operating needs and work schedules. <br />E. Release Time Process <br />1. Release of employees for Union Business Leave shall be done on the same basis <br />as employees who are released from duty for vacation leave, except that <br />requests for Union Business Leave shall not unreasonably interfere with the <br />operation of the City department and shall be approved by the employee's <br />Department Head. <br />2. The Department Head shall not unreasonably withhold permission to utilize <br />Chapter Chair/President's Leave and/or Union Business Leave from any <br />employee who has been duly authorized by the Union to take such leave. <br />3. Release time used under this section must be appropriately coded into the City's <br />payroll system each pay period, so that it can be properly tracked by the City. <br />The City shall provide separate payroll codes for the different types of release <br />time. <br />16.3 Worksite Access <br />A. Union officers, worksite leaders, stewards and/or union staff shall be permitted to <br />visit break and lunch areas designated by the City, before or after work, or during <br />designated lunch periods for the purpose of discussing union business, provided <br />that arrangements are made in advance with the manager responsible for the <br />worksite. <br />B. Such visits shall not disrupt the work of City employees, interfere with the normal <br />operations of the department, or with established safety and security requirements. <br />Where any such problems arise, the Union and the City will agree on an alternate <br />meeting/conference facility for the purpose of providing a place for the Union to <br />hold a meeting before or after work, or during lunch periods. If the alternate <br />meeting site is a City facilit}' during non -working hours, its scheduling and use shall <br />be governed in accordance with regulations pertaining to the use of public meeting <br />rooms at City facilities. <br />C. Solicitations of membership and all activities concerned with the internal <br />management of the Union, such as collecting dues, holding membership meetings, <br />preparation of petitions, preparation of proposals, campaigning for office, <br />conducting elections and distributing literature, shall not be conducted during <br />working hours. <br />2019-2022 MOU City of Santa Ana & SEIU Part -Time Civil Service Employees <br />20C-63 <br />]p`t�age 60 ,,Y <br />oN <br />Z�Z � <br />
