Award Contract to Vido Samarzich, Inc. for Local Street Curb Ramp Improvements Phase II <br />May 5, 2020 <br />Page 2 <br />curb ramps. Staff intends to install new curb ramps and repair damaged sidewalks near Abraham <br />Lincoln, Thomas Jefferson, Andrew Jackson, Martin R. Heninger, Monte Vista, Edison, and Thorpe <br />elementary schools; and areas of Lathrop, Fitz, and Willard intermediate schools. (Exhibit 2). The <br />bid documents for the additional locations of the improvements reference Project Number 20-7535 <br />but staff has determined the need for a new project number. Since the improvements for the two <br />phases are in different locations, Phase II is now assigned project number 20-7548. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register on March 6 and 13, 2020, and bids were received electronically via <br />the City's web -based electronic bidding system, PlanetBids, on March 27, 2020. Through the <br />PlanetBids online portal, vendors may register to receive notifications on all current and future City <br />projects, as well as download contract documents, receive project updates, and submit bids <br />electronically. <br />A total of 147 vendors, including five located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Based on the bid analysis and a contractor's <br />reference check, staff recommends awarding the construction contract to Vido Samarzich, Inc., in <br />the amount bid (Exhibit 4). <br />Project Delivery <br />In order to deliver a complete project, in addition to the construction contract awarded to the lowest <br />responsible bidder, the estimated total construction delivery cost of the project includes <br />construction administration, inspection, and testing, along with an allowance for contingencies to <br />account for unexpected or unforeseen conditions.
