Housing Discrimination <br />• Fair housing services was provided to 902 Costa Mesa households dealing with general <br />housing issues and allegations of discrimination. Over 669 issues, disputes, and/or inquires <br />were addressed. The majority of general housing issues addressed by the FHF included <br />notices, habitability issues, security deposits, and rent increases. <br />• 65 housing discrimination inquiries were received by the FHF: 9 based on physical or <br />mental disability, 8 related to race, 2 related to national origin, 2 related to gender, 1 related <br />to sexual orientation, and 5 related to familial status. 45 were counseled/resolved, and 15 <br />cases were opened. Investigations found no evidence of discrimination in 9 cases; 2 were <br />inconclusive; and in 4 cases the allegations were sustained and the investigation is pending <br />for 2 cases and resolved for 2 cases. <br />• The City worked closely with the FHF to provide certified fair housing training for housing <br />industry realtors and property managers — 7 workshops were conducted during the report <br />period. Additionally, 7 tenant and 7 landlord workshops were conducted in Costa Mesa. <br />Racial and Ethnic Segregation <br />• Literature related to fair housing were distributed at these events, at City Hall, community <br />centers, and community events. Literature was provided to the community in English, <br />Spanish and Vietnamese. City staff distributed large numbers of this literature in target <br />neighborhoods in conjunction with other neighborhood improvement efforts. <br />Reasonable Accommodations <br />FHF developed an "Accommodation & Modification 101 Workshop" for housing <br />providers that covers the legal parameters that housing providers need to know in order to <br />make an informed decision when addressing accommodation and modification requests. <br />Unfair Lending <br />• The City does not offer homebuyer assistance. Housing Rehab programs are marketed <br />citywide in English and Spanish. <br />Density Bonus Incentive <br />• The City's Zone Codes are compliant with current State density bonus laws. <br />City of Fountain Valley <br />Housing Discrimination <br />• Fair housing outreach and training, general counseling and referrals, and testing/audits <br />provided by Fair Housing Council of Orange County (FHCOC). <br />Racial and Ethnic Segregation <br />• Fair housing services, education/outreach, and testing in areas of racial/ethnic <br />concentrations provided by FHCOC. <br />• Grants, rebates and loans are available to low-income, owner -occupied households for <br />repair and rehabilitation through the City's Home Improvement Program. <br />11 <br />75A-290 <br />
