slurry seal, ARHM overlay, asphalt overlay, traffic signal, storm drain, sewer, water, and other <br />appurtenant work. <br />Traffic and Safety <br />Willdan's in-house seminars include WATCH Manual and MUTCD compliance, storm water abatement <br />and QSP/QSD training, materials testing and placement, and mass grading. Our inspectors are fully <br />knowledgeable in the latest regulations for WATCH Manual, California OSHA, and MUTCD. <br />Our construction managers and inspectors have the authority and capability to quickly identify any flaws <br />in the contractor's traffic control and safety plans and meet with the contractor to immediately rectify the <br />issue with agreed -upon solutions that meet the requirement standards while avoiding project delays. <br />Contractor Compliance <br />Our inspection staff has extensive experience with a myriad of public works projects and our staff has a <br />clear understanding of the issues surrounding inspection of the work. For example, when constructing <br />sidewalks and ADA-compliant ramps, our inspector will ensure adequate subgrade compaction has been <br />achieved. Inspectors will monitor the work for conformance with the plans, specifications, and ADA <br />requirements. The concrete ticket will be checked to ensure materials match the approved mix design. A <br />smart level will be used to check forms and the contractor will not be allowed to place concrete until the <br />inspector is assured the work meets all City and other applicable standards. <br />Willdan's inspectors will monitor the contractor's operations for conformance with City compaction <br />standards by working with the City's approved material testing lab and will not accept any trench backfill <br />or allow any pavement repair until proper compaction is verified by the lab. <br />Project -Specific Quality Assurance Plan <br />One of the keys to avoiding construction issues is to begin <br />with a well-defined work plan. Willdan will devise a <br />construction management work plan for each of the City's <br />projects to provide for any scope required — from simple <br />inspection to complete program and construction <br />management, including design team oversight and <br />management; general contractor's contract administration; <br />project scheduling, budget and controls; building and public <br />works inspections; and materials testing compliance. As part <br />of our project -specific quality assurance program, upon <br />receipt of a task order, our construction manager will prepare <br />a work plan that fully addresses staffing and assignments, <br />scope of work, deliverables, budget, and project schedule. <br />Willdan adopted Caltrans' Construction Manual <br />and Bridge Construction Records and Procedures <br />Manual, Volumes t and 2, as our standard <br />procedures over 25 years ago. <br />Our construction management and inspection <br />staff offer long-term expertise with: <br />• Caltrans design procedures <br />• Caltrans Local Assistance Procedure Manual <br />(LAPM) <br />• Caftrans Local Assistance Program <br />Guidelines (LAPG) <br />• Caftrans Standard Plans and Specifications <br />State regulatory requirements <br />Quality assurance and control procedures are critical to <br />ensuring that sound practices and quality deliverables are provided to our clients throughout project <br />construction. Willdan's Resident Engineer/QA Assurance Manager, Mr. Mike Bustos, PE, ENV SP, will <br />review the project -specific quality assurance plans and oversee their implementation and use throughout <br />the term of each project. The basic goal of the quality assurance plan is to provide quality work delivered <br />on time and within budget. It is a primary tool of the project effort with periodic team meetings to: <br />• Address contractor coordination issues <br />• Identify key dates to maintain the project schedule <br />• Investigate constructability, <br />• Discuss construction sequencing <br />• Track progress <br />This project -specific plan will include, at a minimum, the project description and objectives; required <br />services; project organization; construction schedule; standards of practice; project procedures; project <br />team meetings; effective communication mediums; scheduled quality control processes; invoicing <br />Statement of Qualifications for Water Resources <br />14 Construction Management and Inspection Services <br />
