26. Monitor materials documentation and testing results and enforce corrections. <br />27. Review for approval contractor's progress payment requests; negotiate differences over amount with <br />contractor; and process payments through City's Project Manager. <br />28. Routinely review construction files to ensure conformance to City standards and good construction <br />management practices. <br />Task 4 — Public Works Observation <br />1. Review plans, specifications, and all other contract- and construction -related documents. <br />2. Conduct field investigation to become familiar with existing facilities and project environment. <br />3. Become familiar with traffic control plans, construction schedule, construction sequence, and permit <br />requirements from other agencies. <br />4. Verify that contractor conforms to design survey line and grades. <br />5. Attend weekly progress meetings with resident engineer, contractor, and subcontractors. <br />6. Provide full-time and as -needed construction inspection, including night inspection, of work to monitor <br />materials and methods for compliance with plans, specifications, and contract documents; address <br />and document non -conforming items as they are discovered. <br />7. Monitor compliance with Cal OSHA requirements and compliance with all local, state, and federal <br />regulations. <br />8. Assist City's labor compliance manager with federally -compliant labor and equipment reports, labor <br />classification interviews (if required), and assist with certified payroll review. <br />9. Monitor compliance with Clean Air Act and Clean Water Act (NPDES best management practices). <br />Also, monitor contractor's compliance with approved SWPPP. <br />10. Meet with contractor at beginning of each day and review proposed work plan, including specific <br />details that may affect progress. <br />11. Conduct daily measurements of quantities of work with contractor. <br />12. Review actual contractor performance throughout day and discuss discrepancies with contractor as <br />they occur. <br />13. Ensure compliance of Underground Service Alert notification/delineation. <br />14. Evaluate contractor's operation and production with respect to quality and progress and report to <br />construction manager and/or resident engineer. <br />15. Photograph continuous property frontages along street alignment once prior to construction and once <br />immediately following construction. Maintain photographic record of key elements of each major <br />operation of work each day, with increased detail in situations of potential changes or claims. <br />16. Maintain copies of all permits needed to construct project and enforce special requirements of each. <br />17. Prepare and maintain detailed daily diary inspector reports on construction progress. <br />18. Prepare clear and concise letters and memoranda, as needed. Establish solid paper trail. <br />19. Maintain field file bound workbooks during construction, including cumulative record of quantities <br />constructed, daily and weekly reports, working day reports, change order documentation, <br />photographs, and other documentation. <br />20. Provide complete measurements and calculations documented to administer progress payments. <br />21. Maintain and submit red -lined set of plans for as -built corrections on record drawings to be filed with <br />City. (City's design consultant will transfer contractor's record drawings to original Mylar drawings.) <br />22.
