WJE Civic Center Plaza Structural Analysis <br />Structural Analysis of Civic Center Plaza of the Flag/Fountain <br />Project Approach <br />Based on the information provided, WJE has developed the outline of our anticipated project <br />approach. A detailed project approach and scope is in Section 2: Scope of Services and Schedule. <br />1. Review pertinent documents. <br />2. Field Investigation: <br />a. Visually assess structural and non-structural components. <br />b. Identify structural or safety matters that require immediate attention. <br />c. Perform nondestructive evaluation of elements to determine non -visible distress such as <br />delaminations and to determine typical as -built condition of reinforcement. <br />d. Create exploratory openings to confirm results of visual observations and nondestructive <br />evaluation. <br />e. Remove samples for laboratory testing as required to determine material composition and <br />condition. <br />3. Repair Approach: <br />a. Develop prioritized repair options, including one option for minimal repair and one option for <br />full repair. <br />b. Develop cost estimates for repair options. <br />Project Deliverables <br />Deliverables, to be provided at the completion of each task milestone, include the following: <br />1. Preliminary report summarizing existing conditions and characteristics of the parking garage <br />structural components as well as plaza elements; <br />2. Memorandum summarizing observed deficiencies based on field assessment, including photos <br />of deficiencies and a graphic mapping deficiency locations; <br />3. Memorandum summarizing recommended repair options and cost estimates for repairs; and <br />4. Formal report detailing all observations, findings, recommendations, repair options, and repair <br />cost estimates. <br />Project Challenges <br />WJE has identified a few challenges associated with this project. To be able to provide the City witr <br />sound and complete information regarding the condition of the garage and plazas and provide <br />repair options, a multi -disciplinary approach to assess the garage and fountains is necessary. <br />Fortunately, WJE is able to provide a multi -disciplinary team to support the City with assessment of <br />structural components in the garage as well as planter, plaza, and fountain waterproofing and <br />drainage evaluation. The proposed WJE project team includes not only structural engineers with <br />experience at garages and plazas, but architects as well. In addition, WJE's in-house capability to <br />perform non-destructive evaluation (NDE) as well as laboratory studies will streamline scheduling <br />and coordination. The results of the NDE and laboratory studies will confirm as -built conditions and <br />provide needed information to inform and guide the development of repair options to facilitate the <br />continued service life of the garage and plazas. <br />We assume that the garages are to remain open during the assessment. Therefore, coordination <br />with the City for access to the garages and the plazas will need to be communicated effectively and <br />scheduled efficiently to limit the potential down -time of any area. WJE will work outside normal <br />business hours as necessary to reduce overall impact on use of the garage.
