L S A FAIRVIEW BRIDGE REPLACEMENT AND STREET IMPROVEMENTS <br />(9TH STREET TO 16TH STREET( PROJECT INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />SANTA ANAL CALIFORNIA MAY 2020 <br />historical resources would occur as a result of the construction and operation of the proposed <br />Project. No mitigation is required. <br />b. Would the project cause a substantial adverse change in the significance of an archaeological <br />resource pursuant to §15064.5? <br />Less Than Significant with Mitigation Incorporated. A single shell fragment (Chione californiensis <br />was found in the APE in an undeveloped area on the west side of Fairview Street just south of the <br />Santa Ana River. No other cultural resources were found in the vicinity; thus, the resource is an <br />isolated find. Isolated finds are not considered important/significant under CEQA. As such, the <br />isolated shell fragment found in the current APE is not an important resource and requires no <br />further evaluation. <br />No additional archaeological resources were identified within the APE through archival research or <br />the field survey. The majority of the APE consists of paved asphalt and concrete sidewalk along <br />Fairview Street from Westminster Avenue/17th Street south to Civic Center Drive. A small amount <br />of acreage also includes areas outside of the sidewalk including adjacent streets, and the building, <br />lawn, and parking lot at 1002 Fairview Street. <br />All surveyable areas in the APE exhibited high levels of disturbance from road and bridge <br />construction and adjacent home construction. Buried utilities have also added to the disturbance of <br />the APE. The entire APE has been substantially altered during previous construction activities. As <br />such, the likelihood of encountering intact archaeological resources is very low. However, if <br />previously unidentified cultural materials are unearthed during construction, work should be halted <br />in that portion of the Project area until a qualified archaeologist can assess the significance of the find. <br />As a precautionary measure to avoid any impacts to potential archaeological resources, Mitigation <br />Measure CULT-1 requires a professional archaeologist to evaluate any cultural material encountered <br />during construction. Therefore, with implementation of Mitigation Measure CULT-1, the proposed <br />Project would not cause a substantial adverse change in the significance of an archaeological <br />resource. <br />c. Would the project disturb any human remains, including those interred outside of formal <br />cemeteries? <br />Less Than Significant with Mitigation Incorporated. No known human remains are known to exist in <br />or near the Project area. However, there is a possibility that unanticipated human remains may be <br />encountered during ground -disturbing Project -related activities. As a precautionary measure, <br />Mitigation Measure CULT-2 requires adherence to California Code of Regulations (CCR) Section <br />15064.5(e), State Health and Safety Code Section 7050.5, and Public Resources Code (PRC) Section <br />5097.98, with respect to discovery of human remains during construction activities.
