Award Construction Contract to Lucas Builders, Inc.

<br />The sewer system improvements include approximately 1,800 linear feet of new 8-inch polyvinyl
<br />chloride sewer main, 800 linear feet of new 10-inch polyvinyl chloride sewer main, sewer laterals,
<br />sewer manholes, asphalt concrete pavement, striping, and concrete driveway approaches. The
<br />sewer system will benefit by eliminating undersized pipes and removing irregularities where pipes
<br />are susceptible to obstructions. Once this project is completed, there will be a reduction in localized
<br />sewer overflows and a decrease in needed sewer maintenance. In addition, the improvements will
<br />enhance the roadway ride quality and surface drainage.
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in
<br />the Orange County Register newspaper on March 13 and 15, 2020, and bids were received
<br />electronically via the City's web -based electronic bidding system, PlanetBids, on March 31, 2020.
<br />Through the PlanetBids online portal, vendors may register to receive notifications on all current
<br />and future City projects, as well as download contract documents, receive project updates and
<br />submit bids electronically.
<br />A total of 59 vendors, including two located in the City of Santa Ana, were notified of the project
<br />via PlanetBids. Forty-seven vendors requested bidding documents and nine bids were received;
<br />none of which were from Santa Ana contractors.

<br />All nine bids received were deemed responsive. Lucas Builders, Inc. submitted the lowest
<br />responsive bid in the amount of $1,399,208 (Exhibit 2). Based on the bid analysis and a
<br />contractor's reference check, staff recommends awarding the construction contract to Lucas
<br />Builders, Inc. in the amount of bid (Exhibit 3).
