Award Construction Contract to All American Asphalt <br />Residential Street Repair Program Fiscal Year 2019-2020 <br />July 7, 2020 <br />Page 2 <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on March 17 and 24, 2019. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on April 7, 2020 <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />and future City projects, as well as download contract documents, receive project updates and <br />submit bids electronically. <br />A total of 585 vendors, including 28 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Thirty-four vendors requested bidding documents and three bids were received <br />with only the bid submitted by All American Asphalt in the amount of $698,227 being responsive <br />(Exhibit 2). The bids submitted by Nobest Incorporated and by Hardy & Harper, Inc. did not include <br />the required Community Development Block Grant (CDBG) documents. Failure to certify <br />submission of these mandatory documents would result in a loss of funding. The two bids were <br />rendered non -responsive due to the missing documents. Based on this, the bid analysis and a <br />contractor's reference check, staff recommends awarding the construction contract (Exhibit 3) to <br />All American Asphalt in the amount bid. Construction <br />administration and inspection includes construction management; implementation of the City's <br />Community Workforce Agreement requirements; inspection of the Contractor's work to ensure <br />contract compliance, workmanship, and quality; and material testing.
