t% <br />PROCHAMPS <br />Review and Assign Candidate Backlog <br />o PROCHAMPS will analyze all properties in the City. Properties will be identified that <br />are subject to a vacant registration based on information provided by the City. <br />o In accordance with the governing ordinance, these properties will be analyzed <br />by PROCHAMPS against other property data and business rules to determine if there <br />is an obligation to register. If it is determined there is an obligation, then the property <br />will become a candidate for registration. <br />o All candidate registrations will be reviewed by the Compliance Team to confirm the <br />registration obligation and assign the appropriate Responsible Parties ("RP") <br />Stage 2 - Program Maintenance <br />After the Vacant program onboarding process is complete, we move into the maintenance phase <br />of the program. The activities that make up this ongoing maintenance effort include: <br />• Ongoing Proactive Compliance Reviews <br />o In order to ensure high levels of compliance the IT team will analyze all newly recorded <br />vacancy activity for all properties not registered (aka Candidates). <br />The Compliance Team will proactively review these candidates and make assignments <br />to Responsible Parties as appropriate. <br />o The Compliance Team will proactively review all registrations that have reached their <br />renewal date and require renewal registration. This review will confirm, using the <br />public record, whether there is an ongoing obligation to register or whether the property <br />should have been deregistered prior to renewal. <br />o The Compliance Team will proactively review the deregistration of any property <br />to ensure the public record confirms that there is no ongoing obligation to register. <br />o When appropriate, Responsible Party -Initiated registrations will be proactively <br />reviewed by the Compliance team to ensure the appropriate start date of the <br />registration. This review prevents Responsible Parties from bypassing required <br />registration obligations. <br />• Non -Compliance Notifications and Collections <br />o The Support Team will ensure all Responsible Parties have accurate and current email <br />contacts stored in PROCHAMPS. <br />PROCHAMPS will send automated non-compliance email notifications to the <br />responsible parties of each non -compliant property within 30 days of receiving a notice <br />of vacancy from the City. These non -compliant notifications are repeated two (2) times <br />over a 45-day window or until the property is registered, whichever comes first. <br />An aggregated list of all non -compliant properties belonging to a specific Responsible <br />Party are sent to their contact monthly. <br />Property Registration Champions, LLC <br />2725 Center Place <br />Melbourne, FL 32940 <br />75A-25 <br />
