APPROVE A TWO YEAR OPERATIONAL AGREEMENT WITH EIGHT ONE- <br />YEAR RENEWAL OPTIONS WITH ILLUMINATION FOUNDATION TO <br />OPERATE A YEAR ROUND HOMELESS NAVIGATION CENTER AND <br />RECUPERATIVE CARE FACILITY AT 1815 CARNEGIE AVENUE IN AN <br />AMOUNT NOT TO EXCEED $38,099,351 AND AUTHORIZE THE CITY <br />MANAGER TO EXECUTE FUTURE FUNDING RELATED AGREEMENTS <br />(NON -GENERAL FUND)- Community Development Agency <br />3. <br />[I <br />Authorize the City Manager to execute a two-year Operator Agreement, <br />with eight, one-year renewal options, with Illumination Foundation to <br />operate a Year -Round Homeless Navigation Center and Recuperative <br />Care Facility at 1815 Carnegie Avenue in Santa Ana, for $4,000,000 in <br />one-time costs for tenant improvements and structural work, $591,289 for <br />one-time start-up costs, and $3,155,367 for on -going operational costs per <br />year with an annual CPI adjustment of 1.5%, for a total not -to -exceed <br />amount of $38,099,351 over ten years, including Guaranty of Lease for <br />fifteen years, subject to non -substantive changes approved by the City <br />Manager and City Attorney (Agreement No. 2020-XXX). <br />Authorize the City Manager to execute any/all future agreements required <br />by County, State or Federal Agencies for the use of HEAP, HHAP, PLHA, <br />ESG, HHAP COVID-19, ESG-CV, ESG CV 2, CDBG-CV and any/all other <br />homeless -related funds available. <br />Determine that this action is categorically exempt from CEQA pursuant to <br />California Environmental Quality Act (CEQA) Guidelines Sections 15301 <br />(categorical exemption for existing facilities), 15303 (categorical <br />exemption for new construction or conversion of small structures), 15304 <br />(categorical exemption for minor alterations to land), and 15332 <br />(categorical exemption for in -fill development projects). <br />Public Comments: <br />Speaker spoke regarding eComment for item 29A. <br />Jarvis Jennings expressed concerns regarding the location of the homeless shelter <br />and various other topics. <br />Speaker cautioned council regarding services provided by Illumination Foundation <br />and the importance of having oversight. <br />Selena Gallegos spoke regarding lack of resolution to homelessness, housing and <br />rehabilitation. <br />DRAFT CITY COUNCIL MINUTES 19 JUNE 16, 2020 <br />
