alternative providers, service provision strategies, and programming methodologies. <br />It has been our pleasure to assist the City and work with the Parks and Recreation Department to evolve <br />its sustainability efforts. <br />WHAT THE PRCSA PROVIDES TO THE COMMUNITY <br />PRCSA is responsible for delivering a variety of services to <br />the community, which includes recreation programs, parks, <br />libraries, and operations of the Santa Ana Zoo. The core <br />services provided by the agency are essential in making lives <br />and communities better now and in the future by providing <br />access to nature, outdoor space to play and exercise, <br />facilities for self -directed and organized recreation, positive <br />alternatives for youth, and activities that encourage social <br />connections, human development, and lifelong learning. <br />The PRCSA Recreation and Community Services Division <br />provides over 700 recreation programs annually serving <br />nearly 40,000 youth through summer camps, 18,000 <br />individuals through recreation classes and 1,000 seniors <br />through active adult programs. The Division also manages <br />the Nature Center, two Senior Centers and eight Community <br />Recreation Centers. <br />Recreation and Community <br />Services Division <br />Statement Purpose: <br />To deliver a wide -range of <br />quality, community -responsive <br />programmed and self-disciplined <br />recreational and social <br />experiences in safe, clean, and <br />well -maintained public spaces <br />As evidenced above, the PRSCA is a large and complex operation, and Team Members take their <br />responsibilities very seriously. The tremendous effort undertaken by Team Members to adopt and <br />incorporate the use the Cost Recovery and Services Assessment business tools will further support the <br />Agency's quest for excellence. <br />PURPOSE OF THIS PROJECT <br />Through this project, Green Play is assisting PRCSA in analyzing and refining its current revenue <br />generation strategies using best practice tools, through the implementation of a more evolved pricing <br />model (Pyramid Methodology) and Services Assessment process designed to support the Agency's <br />values, vision, and mission. This tool brings definition, clarity, and consistency in application to the <br />process. The model allows for a more sophisticated approach that addresses many of the issues <br />regarding use of tax resources, costing, and setting targets for cost recovery, which were not evident in <br />the organization prior to the project. <br />The comprehensive effort and approach to providing services is undertaken to introduce and implement <br />strong "best practice' business tools to the PRCSA. Parks and recreation services are varied and make up <br />a lot of smaller "businesses," each having their unique place in the market and appeal to the population <br />in a myriad ways. The overall goal of the plan is to initiate and sustain practices and examine policy and <br />rules that affect overall desired outcomes of a healthy and vibrant community. <br />PROJECT APPROACH <br />A Project Team comprised of Team Members from PRCSA was established to review practices and <br />existing policy, to become familiar with the Pyramid Methodology, to work with the public to understand <br />its values, and to recommend the best cost recovery practices for the Agency.
