Stormwater harvesting and reuse to: <br />Identify infrastructure requirements and costs to capture <br />and reuse all stormwater originating from the Harbor <br />District <br />Evaluate construction and operational impacts on port <br />terminals <br />Assess and quantify the possible end uses for recycled <br />stormwater <br />• Evaluate potential cost savings associated with deferred <br />regulatory compliance costs <br />• Consider the monetary value of harvested stormwater <br />and determine if it could be sold to end users in the <br />Harbor District or water purveyors <br />• Assess the feasibility and costs of diversions from Port <br />stormwater infrastructure to sanitary sewer <br />Evaluate opportunities to divert Port of Long Beach <br />stormwater to the planned City of Long Beach Municipal <br />Urban Stormwater Treatment facility for treatment and <br />potential reuse <br />• Conduct a triple bottom line benefit cost analysis to <br />prioritize the different opportunities <br />Long Beach Municipal Urban Stormwater Treatment, <br />City of Long Beach, CA <br />As project manager, Ed is leading a team that is designing <br />a facility that will treat urban runoff first -flush wet weather <br />flow before it enters the LA River. The LB -MUST facility will <br />meet the City's National Pollutant Discharge Elimination <br />System (NPDES) permit water quality standards as well as <br />total maximum daily loads (TMDLs). In addition to water <br />quality improvement, the Project incorporates educational <br />features to inform the public of the Project benefits. <br />The project intercepts, diverts, and treats dry weather <br />urban runoff (fresh and brackish water) and first flush of <br />stormwater runoff from 15 pump stations. The LB -MUST <br />facility includes the following state-of-the-art equipment: <br />1) Purifcs' Ceramic Ultrafiltration (CUF), which is a robust <br />silicon carbide Ceramic Membrane Process; and 2) Photo - <br />Cat, which is a photo -catalytic oxidation and reduction <br />process. Additionally, a brackish wetland (LID feature) <br />will be constructed for water quality polishing and as a <br />community park. Treated fresh water will help create and <br />sustain the proposed wetlands riparian habitat as well as <br />provide an alternative water source for other nearby parks <br />and the Civic Center <br />East San Gabriel Valley Watershed Management <br />Group CIMP and WMP Implementation, San Gabriel <br />Valley, CA <br />Ed is managing the implementation of the East San <br />Gabriel Valley Watershed Management Group (Group) <br />CIMP, which evaluates impacts from MS4 discharges <br />and provides decision support for actions to Improve <br />water quality and enable the Group to complywith the <br />MS4 Permit. Ed conducted a study to identify regional <br />opportunities for stormwater capture and infiltration to <br />achieve NPDES Permit requirements and to augment <br />groundwater supplies. A multi -step process was applied <br />to identify stormwater capture opportunities within <br />the East San Gabriel Valley (ESGV) Watershed. Key <br />factors considered in the multi -step process included <br />land use, jurisdictional areas, topography, hydrologic <br />soil group, nearby wells, existing recycled water <br />conveyances, storm drain systems, etc. The study <br />identified preferred sites for each City, within each of <br />the HUC-12 watersheds, as well as within each of the <br />water district's jurisdiction. <br />Ed also developed a concept for a regional stormwater <br />capture facility, which will be located at the Palm Lakes <br />Golf Course. The facility was sized to capture the 85th <br />percentile, 24-hour storm event from the 158-acre <br />watershed. The stormwater capture facility consisted <br />of a pre-treatment system, drywells, surface infiltration <br />basin, and belowground infiltration basin. <br />City of San Diego, Stormwater Engineering and <br />Consulting Services*, San Diego, CA <br />Ed led the team to deliver the following scope of work: <br />1) Task Management and Administration, 2) Best <br />Management Practices Development and Engineering, <br />3) Stormwater Infrastructure Asset Management <br />Services, 4) Environmental Assessment and Permitting <br />Services, 5) Stormwater Monitoring and Investigations, <br />6) Strategic Planning, and 7) Program Assessment <br />Services. <br />El Dorado County Water Agency Stormwater <br />Resource Plan Development <br />Ed served as a technical advisor for the development <br />of the Stormwater Resources Plan (SWRP) for West <br />Slope portion of El Dorado County. The SWRP was <br />developed for the El Dorado County Water Agency <br />(Agency) in collaboration with the County of El Dorado <br />(County) and the City of Placerville (City).
