City of Santa Ana – The Bowery <br />May 11, 2020 <br />Page 23 of 28 <br /> Install a system to reutilize gray water; <br /> Use locally-sourced water supply; and <br /> Plant native and drought-resistant trees and vegetation. <br />• Develop and follow a “green streets guide” that requires: <br /> Use of minimal amounts of concrete and asphalt; and <br /> Use of groundcovers rather than pavement to reduce heat <br />reflection. <br />• Implement Project design features such as: <br /> Shade HVAC equipment from direct sunlight; <br /> Install high-albedo white thermoplastic polyolefin roof membrane; <br /> Install formaldehyde-free insulation; <br /> Use recycled-content gypsum board; and <br /> Require all buildings to become “LEED” and “WELL” certified. <br />• Plant low-VOC emitting shade trees, e.g., in parking lots to reduce <br />evaporative emissions from parked vehicles; <br />• Increase in insulation such that heat transfer and thermal bridging <br />is minimized; <br />• Limit air leakage through the structure and/or within the heating <br />and cooling distribution system; <br />• Installation of dual-paned or other energy efficient windows; and <br />• Installation of automatic devices to turn off lights where they are <br />not needed. <br />(Hagemann at 14-19.) <br />All of the above measures are feasible to reduce the significant impacts to air quality <br />and GHG emissions; and the DEIR’s failure to consider or implement any of the <br />above measures if a violation of CEQA Guidelines §§15121(a), 15126.4(a). The DEIR <br />needs to be amended as a result.
