1.0 Introduction <br />Avion Project SEIR <br />Page 1-7 <br />Chapter 2.0 Environmental Setting. Provides a description of the project’s regional context, <br />location, and existing physical characteristics and land use. Available public infrastructure and <br />services, as well as relationship to relevant plans, are also provided in this chapter. <br />Chapter 3.0 Project Description. Provides a detailed discussion of the project, including <br />background, objectives, key features, off-site components, and environmental design <br />considerations. A description of the discretionary actions required to implement the project is also <br />included. <br />Chapter 4.0 History of Project Changes. Provides an outline of the project’s history and any <br />changes in project design that have been made in response to environmental concerns raised <br />during the City’s review of the project. <br />Chapter 5.0 Environmental Analysis. Provides a detailed evaluation of potential environmental <br />impacts of the project. In accordance with the City’s EIR Guidelines, Chapter 5.0 begins with the issue <br />of land use, followed by the remaining issues included in order of significance. Under each issue <br />area, this chapter includes a description of the existing conditions relevant to each environmental <br />topic including the regulatory framework; presentation of threshold(s) of significance based on the <br />City of San Diego’s CEQA Significance Determination Thresholds for the particular issue area under <br />evaluation; identification of an issue statement; an assessment of any impacts associated with <br />implementation of the project; a conclusion as to the significance of any project impacts; and <br />recommendations for mitigation measures and mitigation monitoring and reporting, as appropriate, <br />for each significant issue area. Where mitigation measures are required, a statement regarding the <br />significance of the impact after mitigation is additionally provided. <br />Chapter 6.0 Significant Unavoidable Environmental Effects/Significant Irreversible <br />Environmental Changes. Discusses the significant unavoidable impacts of the project, including <br />those that can be mitigated but not reduced to below a level of significance. This chapter also <br />describes the potentially significant irreversible changes that may be expected with development of <br />the project and addresses the use of nonrenewable resources during its construction and <br />operational life. <br />Chapter 7.0 Growth Inducement. Evaluates the potential influence the project may have on <br />economic or population growth within the project area as well as the region, either directly or <br />indirectly. <br />Chapter 8.0 Cumulative Impacts. Identifies the impacts of the project in combination with other <br />planned and future development in the region. <br />Chapter 9.0 Subject Areas Requiring No Change in Analysis. The analysis and conclusions <br />reached in a number of the environmental subject areas contained within the 1998 EIR do not <br />require supplemental analysis and are not addressed in detail in Chapter 5 of this SEIR. These issues <br />are briefly summarized in this chapter. <br />Chapter 10.0 Project Alternatives. Provides a description of two alternatives to the project, <br />including a No Project/No Development Alternative and a Reduced Development Footprint <br />Alternative.
