1.0 Introduction <br />Avion Project SEIR <br />Page 1-9 <br />This Draft SEIR and all related technical studies are available for review during the public review <br />period at the offices of the City of San Diego, Development Services Department, located at 1222 <br />First Avenue, Fifth Floor, San Diego, California, 92101. Copies of the Draft SEIR are also available at <br />the following public locations: <br />Central Library Carmel Valley Branch Library Carmel Mountain Ranch Library <br />330 Park Boulevard 3919 Townsgate Drive 12095 World Trade Drive <br />San Diego, CA 92101 San Diego, CA 92130 San Diego, CA 92128 <br /> <br />An electronic copy of the SEIR and the technical analyses is posted on the Development Services <br />Department website at https://www.sandiego.gov/ceqa/draft. <br />1.5.2 Final SEIR <br />Following public review of the Draft SEIR, the City will provide written responses to comments per <br />CEQA Guidelines Section 15088 and consider the written comments in making its decision to certify <br />the Final SEIR. Responses to the comments received during public review, a Mitigation Monitoring <br />and Reporting Program, and Findings of Fact will be included with the Final SEIR. If no new <br />significant and unmitigated impacts are identified for the project, then the City shall re-adopt the <br />Statement of Overriding Considerations adopted in conjunction with the 1998 EIR. <br />The culmination of this process is a public hearing where the City Council will determine whether to <br />certify the Final SEIR as being complete and in accordance with CEQA. Pursuant to Section <br />128.0310(a) of the City of San Diego Land Development Code, the Final SEIR will be available for <br />public review for at least 14 calendar days before the first public hearing or discretionary action on <br />the project.
