SPECIFIC MMRP ISSUE AREA CONDITIONS/REQUIREMENTS <br />Biological Resources <br />Vegetation Communities <br />MM-BIO-1: Upland Vegetation Communities <br /> <br />Mitigation for impacts to coastal sage scrub (Tier II habitat), southern mixed chaparral (Tier IIIA habitat), <br />and non-native grassland (Tier IIIB habitat) communities would be achieved through the preservation of <br />habitat on the site located outside of the development area. Prior to issuance of any construction <br />permits, including but not limited to, the first Grading Permit, Demolition Plans/Permits and Building <br />Plans/Permits, the project would demonstrate to the satisfaction of the City that impacts to a total of <br />15.2 acres of sensitive vegetation would be mitigated by the on-site preservation of 24.03 acres of <br />sensitive vegetation as summarized by habitat type in Table 5.2-5. The preserved habitat areas on the site <br />would all be within the boundaries of the MHPA Boundary Line Adjustment (BLA) dedicated to the City in
