Appeal Application No. 2020-02, ER No. 2018-13 & AA No. 2020-04 — 4th and Mortimer Mixed -Use <br />Development <br />December 1, 2020 <br />Page 4 <br />resident and leasing lobby, site amenities, a bicycle storage room, and a four -and -a -half story, <br />aboveground parking garage with 230 parking spaces. The building frontage along Fourth Street, <br />and the intersections of Fourth and French street and Fourth and Mortimer streets, would be <br />seven -stories in height. The building would be five -stories in height along the French Street and <br />Mortimer Street frontages. <br />The proposed suite designed for an eating establishment would be located on the ground floor at <br />the corner of Fourth and French street and is designed to allow both indoor and outdoor dining. <br />Also fronting Fourth Street is the retail space and leasing office. The four -and -a -half story parking <br />garage would be located at the intersection of French and Fifth streets and will be accessed from <br />Fifth Street. Resident amenities will include a large pool, courtyard, and residential amenities on <br />the third level, and a rooftop deck on the seventh floor overlooking Fourth Street. A total of 23,773 <br />square feet of open space, including 8,428 square feet of private open space and 15,345 square <br />feet of common open space will be included. <br />Site B is designed to be residential only and will contain 70 units and a four-story, aboveground <br />parking garage with 192 onsite parking spaces. The residential building will be accessed from a <br />lobby on Mortimer Street and would be five stories in height across the site. Along the Fourth Street <br />frontage, Site B would include a courtyard and residential units. The four-story parking garage <br />would be located at the corner of Fifth and Minter streets and will be accessed from Fifth Street. <br />Site B includes 16,065 square feet of open space, including 2,832 square feet of private open <br />space and 13,233 square feet of common open space. <br />Of the development's 169 units, 21 will be studios (12.5%), 38 will be one -bedroom (22.5%), 66 <br />will be two -bedroom (39%), 9 will be three -bedroom (5%), and 35 will be four -bedroom units (21 %). <br />Units will range from 458 to 529 square feet for the studio units, 650 to 739 square feet for the <br />one -bedroom units, 938 to 1,185 square feet for the two -bedroom units, 961 to 1,237 square feet <br />for the three -bedroom units, and 1,325 to 1,520 square feet for the four -bedroom units. All units <br />will contain full kitchens, bedrooms, bathrooms, in -unit washer and dryers, and living/dining areas. <br />Architecture and Amenities <br />Both sites in the development have been carefully designed to be integrated within the existing <br />development pattern in Downtown Santa Ana. The design's primary objective is to complement <br />and expand the energy and character of downtown by taking cues from its urban scale and historic <br />character. The ground floor of Building A is designed in the Main Street Commercial architectural <br />style, consistent with identifiable patterns typical of downtown buildings. Building B's purely <br />residential design complements the existing multi -family developments along Fourth Street. A <br />landscape buffer is provided for each site creating a transitional space between the top of the <br />structure and the street level while also providing screening at the lower level of the garages <br />adjacent to the single-family residences. In addition, the building's architecture is designed to <br />lessen the massing of the project with its elevations featuring articulation, multiple volumes, and <br />varied architectural styles to mimic the appearance of multiple buildings. The building's varied <br />height from five -stories to seven -stories generates a smooth transition from the higher -density <br />character of the intersection of Fourth and French street to the lower -density character of the <br />single-family residences to the north and to the east. <br />75C-4 <br />
