SCOPE OF SERVICES <br />Quality Control I The Michael Baker Team's Quality Control/Quality <br />Assurance Program is a continuous process used not just at project <br />milestones but also on a daily basis, as work flows from desk to desk, <br />discipline to discipline, and consultant to client. Michael Baker utilizes <br />this QC/QA program on each and every project undertaken to ensure <br />that a high -quality product is delivered on schedule and within budget. <br />Our approach ensures that deliverables are free of errors in <br />accordance with the standard of care in the industry. Michael Bakers <br />key organizational elements for QC/QA are adaptable to any project. <br />Michael Baker has developed project -specific QC/QA plans for other <br />clients such as Caltrans and other state and local agencies. <br />Recognizing the design consultant's responsibility for the accuracy and <br />completeness of the plans and other design documents, Michael <br />Baker is dedicated to its established program of strict quality <br />assurance and control. Quaury Assurance Reviews <br />Schedule Management I Recognizing the need for effectively by Project Manager <br />scheduled design oversight reviews, Michael Baker utilizes Microsoft by Independent ae%,eawer <br />Project scheduling software to regularly monitor project costs, labor <br />and progress. With each monthly progress report, Michael Baker will ACHIEVING EXCELLENCE <br />submit an updated four -week horizon schedule reflecting planned <br />work. Michael Baker will promptly notify the client of any changes in anticipated project progress and will submit an updated detailed <br />Project Schedule to the client. <br />To control the schedule, we use internal milestones within each activity and monitor our progress relative to these milestones. <br />Project milestone delays due to any circumstance can be corrected early in the project by adding staff or working extra time to catch <br />up. In addition, specific critical path items or key critical decisions that affect plan production will be identified on a continual basis to <br />ensure the project schedule is met. This approach also allows the client to schedule staffing for its reviews in advance and avoid any <br />rescheduling that would delay other projects. <br />1— ENVIRONMENTAL SERVICES <br />Michael Bakers typical work program related to the preparation of environmental documentation under CEQA and NEPA is described <br />below. <br />Project Kick-off. The Michael Baker Team will assist the City in getting projects quickly off the starting blocks. Michael Baker will <br />work with City staff in preparing an agenda for the kick-off meeting and will be responsible for pursuing action items identified during <br />the course of the meeting. Based upon the kick-off meeting discussion and City direction, Michael Baker will prepare a detailed work <br />plan and schedule for completing key milestones for project implementation. The Michael Baker Team will bring their knowledge and <br />experience from working on similar projects to the table for discussion. Michael Baker will work with the City to determine the <br />management and communication approach best suited for each project and the extent to which the team will convene throughout the <br />course of the project (e.g., monthly or bi-weekly progress meetings). Project team communication protocol would be established also <br />at this time. The kick-off meeting would be used to establish schedules and expectations of the project team and participating <br />agencies. All available documentation and files on the project would be provided to the Michael Baker Team in order to expedite the <br />first leg of the project - existing data review and research. <br />Existing Data Review and Research. Following the project kick-off meeting, the Michael Baker Team will review all available data, <br />including available engineering/feasibility studies, environmental studies, planning documents, geohydrology, and engineering studies <br />for the study area. Michael Baker will utilize as much existing data as possible and supplement where necessary. The Michael Baker <br />Team will identify data gaps, additional data needs, and environmental survey or assessment constraints, such as seasonal survey <br />limitations and compatibility with the project schedule. <br />INTERNATIONAL 19 <br />
