plan includes a timeline for conducting on -site compliance audits to all AB 341, AB <br />1826, and SB 1383 non -compliant Commercial and Multi -family Customers; a proposal <br />template as described in Section 4.3.5.1 and 4.3.6.1; written protocols for conducting on - <br />site compliance audits and documenting internal compliance programs; proposed <br />staffing assignments for implementing compliance audits at Commercial and Multi- <br />family non -compliant Customers; specifications of the proposed internal Collection <br />receptacle for distribution during the AB 1826/SB 1383 outreach; an education and <br />outreach plan for a SB 1383 Residential Curbside Unit Organics program including the <br />use of any strategic marketing or social media; an operations plan for delivering new <br />Residential Curbside Unit Organics carts, re-stickering or augmenting existing <br />Residential Curbside Unit Carts; a plan for providing in -home kitchen pails to <br />Residential Curbside Unit Customers who request them; a plan for community <br />workshops to educate Customers about the Residential Curbside Unit Organics <br />program, a plan for door-to-door Residential Curbside Unit Organics outreach for <br />neighborhoods (if any); a plan for conducting route reviews and/or waste <br />characterization studies to assess compliance with SB 1383 monitoring requirements; a <br />plan for notifying Customers of unacceptable levels of contamination and a template <br />hang -tag; proposed drafts of written `welcome letters' and other outreach materials to <br />Residential, Multi -family, and Commercial Customers to notify them of the transition <br />and the new program offerings; a plan and timeline for how the Contractor will <br />implement Multi -Family Organics Recycling programs at all Multi -Family Customers <br />as required by SB 1383; templates for compliance reporting documents; etc. It is the <br />responsibility of the Contractor to develop an implementation plan for SB 1383 based on <br />the final approved regulatory requirements. Within 30 days of receiving the written <br />implementation plan, the City will review the plan and provide further direction to the <br />Contractor to ensure the plan is satisfactory in complying with AB 341, AB 1826, and SB <br />1383. The Contractor shall have 30 days to incorporate the requests of the City into the <br />plan. <br />5.3.3 Implementation and On -going Education Requirements <br />Contractor will provide a minimum of the following public education items to be <br />developed at Contractor's expense and distributed as indicated below: <br />• Initial Mailing - Contractor will prepare and mail an initial mailing to Customers <br />explaining the transition from the existing program to the new program.
