Collaborate with the SAUSD through <br />joint -use agreements to ensure public <br />access to outdoor recreation facilities <br />at schools located in park deficient <br />and environmental justice areas. (See <br />Initiative 7.) <br />g. Develop creative and flexible solutions <br />to provide greenspace and recreation <br />activities in neighborhoods where <br />traditional parks are not feasible. <br />Encourage public, private, and <br />commercial recreational facilities in areas <br />that are park deficient. (GP) (See Models <br />for Transformative Projects in Chapter 7.) <br />h. Implement programmatic solutions to <br />provide recreation activities in park <br />deficient and environmental justice <br />areas. These may include, but are not <br />limited to, mobile or pop-up programs <br />(staff -led activities and supplies) and <br />movable facilities (e.g., climbing wall, <br />dance floor, movie screen that can be <br />set up in various locations.) <br />I. Partner with community organizations <br />to offer programs that are accessible to <br />residents who live in park deficient and <br />environmental justice areas. (GP) <br />City Council <br />j. Explore shuttle/transportation support <br />at selected times/locations to transport <br />residents in park deficient and <br />environmental justice areas to community <br />or citywide parks and programs. <br />2.3 Support the health of residents in <br />environmental justice areas to offset the <br />disproportionate impacts of pollution. <br />a. Prioritize the protection of natural <br />areas and integrate natural features in <br />environmental justice areas to support <br />environmental health benefits. <br />b. Coordinate park acquisition, renovation, <br />and development to address air quality, <br />urban heat, and climate impacts by <br />providing green infrastructure and shade <br />and reducing air pollution by providing <br />vegetation that removes pollutants and <br />air particles. (GP) <br />c. Explore options to incentivize or require <br />the provision of indoor recreation space, <br />particularly in environmental justice <br />areas that experience elevated levels of <br />exposure to air pollution. (GP) <br />2.4 Provide diverse, welcoming, inclusive <br />parks, facilities, and programs to support <br />equitable park experiences. <br />a. Provide parks, recreation facilities, and <br />programs that reflect the demographics <br />of the Santa Ana community, including <br />diverse races, ethnic groups, identities, <br />family configurations, abilities, and <br />incomes. (GP) <br />b. Design new and renovate existing parks, <br />recreation facilities, and trails to provide <br />access to residents of varying abilities, <br />including people with special needs. <br />Consider multigenerational groups and <br />people with mobility issues, sight and <br />hearing impairments, allergies, autism - <br />spectrum disorders, and other special <br />needs. (GP) <br />c. Develop and renovate parks to ensure <br />these spaces meet or exceed the <br />requirements of the Americans with <br />Disabilities Act (ADA). Explore options <br />for the systematic completion of ADA <br />compliance upgrades in Santa Ana's <br />parks. (GP) <br />d. Integrate all-inclusive, universally <br />accessible recreation elements into <br />destination play areas, as well as <br />accessible play components into <br />recreation elements citywide. <br />e. Design and develop parks, greenspace, <br />and trail corridors to support community <br />respite, wellness, and the mental health <br />and stress reduction benefits found in <br />connections to nature. (GP) <br />Balance cost recovery with affordability <br />when providing programs and services. <br />Define and integrate scholarships, credit <br />for volunteerism, reduced fees, and <br />similar programs to offset costs. <br />g. Diversify signage and information, <br />providing information in easy -to -interpret <br />graphics and multiple languages to <br />make parks welcoming to residents of all <br />cultures. <br />h.
