Administrative Unit <br />The Administrative Unit's primary goal is to administer the Ordinance and implement the day-to- <br />day operations of the Rent Stabilization Program. The structure of the Administrative Unit includes <br />seven (7) full-time equivalents (FTEs). The Division Manager — Rent Stabilization Program is a <br />new position to the City. The Housing Programs Coordinator position and Housing Programs <br />Analyst position are existing positions that will need to be formally updated to incorporate new <br />responsibilities into the job descriptions. The other positions are existing positions shared <br />throughout the City; these positions will have specific responsibilities when assigned to the Rent <br />Stabilization Program that comply with their current job description(s). <br />Division Manager - <br />Rent Stabilization Program <br />(1 FTE) <br />Administrative Unit <br />I Housing Programs <br />Coordinator (1 FTE) <br />Housing Programs Analyst Management Analyst <br />(2 FT Es} (1 FTE) <br />Senior Office Assistant <br />(1 FTE) <br />Commission Secretary <br />(1 FTE) <br />These positions will be responsible for the following essential functions and job responsibilities: <br />NEW - Division Manager — Rent Stabilization Program (1 FTE): Manages the <br />implementation, administration, monitoring, support, and enforcement of the Rent <br />Stabilization and Just Cause Eviction Ordinance. Manages and oversees the Rent <br />Stabilization Division and provides highly responsible and complex administrative support <br />to the Executive Director of Community Development. Administers the development of <br />policies, procedures, performance standards, strategies, and priorities for the Rent <br />Stabilization Program based on analysis and interpretation of state and local laws and <br />direction from the Executive Director of Community Development, City Manager, Rental <br />Housing Board and City Council, in that order. Oversees the formulation of long and short- <br />term strategies to fulfill the goals and functions of the Ordinance and Division. <br />N <br />City Council Page 70 ofg3074 5/16/2023 <br />
