In addition, because you can never have too many checks and balances of <br />construction cost, we would recommend that the City perform an independent estimate. <br />Quality Control/Quality Assurance (QC/QA) <br />The QC/QA plan that Kimley-Horn and its team <br />members will follow in the execution of services <br />is used firmwide to maintain consistency with our <br />clients. It includes the following six key elements: <br />Structure: Each QC/QA plan includes a <br />project manager responsible for contract <br />delivery, technical managers responsible <br />for discipline design development, and a <br />QC/QA manager responsible for verifying <br />implementation of QC/QA plan. <br />Procedures: Intradisciplinary checking of <br />documents will be performed by a competent <br />individual within each discipline other than the <br />designer. We have established a color -coded <br />comment process that involves the following <br />steps: an initial check (performed by the checker); <br />a review of comments to verify their adequate <br />consideration and documented resolution <br />(performed by the designer); a review of the <br />completed changes in the original documents <br />(performed by the designer); and a review that <br />confirms accurate completion of changes to the <br />documents (performed by the checker). <br />• Interdisciplinary Reviews: Interdisciplinary reviews are performed throughout the project and prior to <br />key submittals when senior staff from the discipline groups meet to discuss overall project elements. <br />• Quality Assurance Audit: The QC/QA manager will be responsible for conducting a QC audit <br />after completion of the checking and review process and prior to the submittal of any document <br />or deliverable. <br />KIMLEY-HORN <br />QUALITY CONTROL IS <br />• Deliverables and Document Control: The project manager will manage the submission of design <br />documents after the QC/QA audit is complete and at milestone completion dates. <br />• Corrective Action Measures: Corrective action measures will be taken if incorrect or nonconforming <br />work is discovered in deliverable items that have already completed the QC/QA process. <br />Environmental Review <br />Our environmental staff can assist the City with project(s) that require review per the California <br />Environmental Quality Act (CEQA) to identify and evaluate potential environmental effects associated <br />with adoption and implementation. We are also adept at guiding clients through review under the National <br />Environmental Policy Act (NEPA) for projects that involve federal funding, permits, or approvals. Based <br />on the scope of the project(s), environmental review could require preparation of an Environmental <br />Impact Report (EIR) or Initial Study (IS) and related technical studies to meet CEQA compliance. If NEPA <br />review were necessary, preparation of a combined EIR/Environmental Impact Statement (EIS) or IS/ <br />Environmental Assessment (EA) would be appropriate.
