On -Call Engineering Services RFP No. 23-030 <br />prepared at scale of 1" = 20' horizontal and 1" = 4' vertical for roadway profiles using MicroStation V8i <br />version drafting software on a 24" x 36", full-size sheet. Street improvement plans will entail horizontal <br />features of proposed curb returns, curb ramps, curb and gutter, sidewalk, cross gutter, spandrels and <br />other surface improvements within the limits of the project. Necessary adjustments to surface utility <br />features will be identified and addressed with call outs and construction notes. <br />Improvements will be designed using City of Santa Ana Standard Plans, Caltrans Standard Plans, <br />Standard Plans for Public Works Construction (SPPWC), and Public Right -of -Way Accessibility <br />Guidelines (PROWAG). Deviations from applicable standards will be indicated on plans. Exceptions will <br />Task 9 — Hydraulic/Hydrology Analysis <br />Our team will prepare a drainage report to address hydrology and hydraulics for the project site per <br />Orange County Hydrology Manual and Orange County Local Drainage Manual requirements and will <br />provide design recommendations. Modifications are intended to maintain existing drainage patterns and <br />flows. Calculations will consist of comparing the pre- and post -project conditions at the site. Evaluation <br />and recommendations are limited to the impacted portion of the storm drain within the project site. Catch <br />basins will be incorporated into design, where necessary (i.e., to limit flooded width) and at low points. <br />Evaluation of the downstream or upstream existing storm drain system is not anticipated for this task. <br />Task 10 — Water Quality <br />Kimley-Horn will develop a Water Quality Management Plan (WQMP) for the project in compliance with, <br />and meeting the requirements of Order No. R8-2009-0030/NPDES No. CAS618030, of the Santa Ana <br />Regional Water Quality Control Board (RWQCB). The WQMP will incorporate Low Impact Development <br />(LID) Best Management Practices (BMP) to the Maximum Extent Practical (MEP). For example, the use <br />of bioretention facilities within landscaped parkway areas will be in accordance with the United States <br />Environmental Protection Agency (USEPA) Green Street standards. If traditional LID BMPs cannot be <br />incorporated, appropriate proprietary BMPs will be selected to improve water quality. If proprietary items <br />are needed, these will be indicated in compliance with the City's adopted public contracting code. <br />Task 11 — Storm Drain Plans <br />We will prepare storm drain plans showing proposed catch basins and lateral connections to the existing <br />main lines. Catch basin sizing, inlet dimensions, and laterals pipe sizes will be determined as part of our <br />analysis. Potential conflicts with existing utilities will be shown on profiles with approximate location of <br />utilities, per the utility agencies readily available record drawings. Storm drain plans will be prepared at a <br />scale of 1" = 20' horizontal and 1" = 2' vertical for profiles. <br />Task 12 — Traffic Evaluation <br />Kimley-Horn will evaluate appropriateness of signal phasing at project intersections. We will collect <br />intersection peak hour traffic counts at the project intersection. If traffic counts cannot be collected due to <br />the traffic conditions impacted by COVID-19, we will review/utilize available historical counts at the <br />intersection.
