Our extensive experience with <br />similar projects will ensure <br />that the City will receive a <br />high level of service delivered <br />by qualified, knowledgeable <br />engineering professionals. <br />Highly meticulous and <br />coherent plans and <br />specifications greatly benefit <br />all project stakeholders, with <br />the largest benefit reali; dd,by <br />the Owner. Quality contract <br />documents clearly lead to <br />a larger number of bidders, <br />lower competitive bid prices <br />(due to increased competition, <br />the contractor has less to <br />assume and take the risk for, and a greater overall <br />comfort level in our design based on a long history <br />of successful projects), and lowest overall cost while <br />achieving a very high -quality end product (quality <br />contract documents mitigates the potential, and <br />impact of change orders, and sets forth a standard of <br />quality the contract must achieve). <br />No two projects are the same, although many are <br />similar. The key is to utilize elements of work that <br />have been successful and can be appropriately <br />applied to your projects, continue to improve <br />construction efficiencies without lowering quality <br />based on contractor feedback, and maximize the <br />overall operational flexibility. <br />We feel the previous work that Tetra Tech has <br />completed on previous projects for the City are <br />examples of our quality product which has resulted <br />in a low overall cost for the City. We want to utilize <br />the experience gained from working on the previous <br />projects, and to continue providing the City with <br />exceptional services to assure that another project <br />is successfully completed to the satisfaction of the <br />City. It is this experience where Tetra Tech has truly <br />garnered the understanding and needs of the City <br />to support on the design and engineering services <br />below. <br />TASK ORDER APPROACH <br />Every project has unique challenges and concerns <br />regardless of how similar it may be to previous <br />projects. To ensure the timely and efficient <br />completion of work, it is imperative to identify all <br />project specific issues during the development of <br />On -Call Engineering Services <br />the project scope and project <br />implementation stages so that <br />each issue can receive proper <br />attention at the appropriate <br />point in the process. The intent <br />is to resolve each issue while <br />quantifying its impact on project <br />costs, schedule, and risks. A <br />detailed outline of our standard <br />task order approach is included <br />in Section 2 Scope of Services <br />and Schedule. <br />PROJECT <br />MANAGEMENT <br />PROCEDURES <br />Successful on -call service contracts require a diverse <br />and highly talented team, made up of specific <br />engineering and design disciplines, as well as <br />responsible project management. No matter the task <br />that is being requested, each project requires: <br />• Delivering a project within budget and on schedule <br />• Coordinating with appropriate agency representatives <br />• Implementing a Quality Assurance/Quality Control <br />Plan to increase the excellence of the end product <br />• Teamwork development and meeting participation <br />PROJECT/COST CONTROL <br />For project development, Tetra Tech will use a <br />Project Management/Control System which we <br />have used successfully on numerous municipal <br />projects. The core of this system is a monthly Project <br />Management Report. <br />CRITICAL PATH METHOD (CPM) <br />SCHEDULES <br />Tetra Tech will approach the development of a <br />detailed work plan very seriously. The project team <br />will meet at project initiation to collectively determine <br />the smaller work tasks required to complete the <br />major work activities as established in the Scope of <br />Services. A sequencing plan of these smaller work <br />tasks, using precedence format, will be developed <br />which in turn will determine the overall schedule. <br />The series of work tasks and resulting schedule <br />will be diagrammatically exhibited as a Critical Path <br />Method (CPM) flow chart. This flow chart, which <br />highlights the critical path, will be used to base our <br />determination of the intermediate project milestones. <br />TETRA TECH <br />
