Kleinfelder has also held contracts with the County for On -Call Construction (Management & Inspection) Services
from 2017-2020 and On -Call Public Relations and Graphic Design Services from 2017-August 2022.
Oso Parkway Bridge Replacement, Aliso Viejo: Activities consisted of the removal, relocation, and adjustment
of existing improvements, excavation and grading, removal and relocation of existing utilities, construction of new
storm drainage and storm water pre-treatment and storage system, construction of curb, gutter, pedestrian
walkways and ramps, bridge construction, roadway paving, and new overhead signage and traffic control devices.
Kleinfelder has performed concrete batch plant inspection, Portland cement concrete aggregate sampling and
testing, and onsite flexural beam fabrication and laboratory testing per Caltrans test methods. Hot mix asphalt
batch plant inspections occurred and Kleinfelder material testers sampled the HMA, binder, and aggregates for
testing in our Caltrans accredited laboratories.
Loma Ridge Road Widening: Loma Ridge Road serves as the only access road to the County's Emergency
Operation Center (EOC). Constructed in 1992, Loma Ridge Road begins as a two-lane road at the EOC and
transitions to one lane. It continues as a one lane road for the lower two thirds of its alignment until it reaches a
security gate, southwest of the State Route 241 toll road and Santiago Canyon Road. The County awarded
Kleinfelder a geotechnical engineering task order to improve the road by widening it to two lanes, replacing the
existing pavement for the full width of the road, performing minor grading, and constructing up to 4 retaining walls.
Kleinfelder is currently providing Carlsbad Municipal Water District with As -Needed Water and Recycled Water
Engineering services on a second consecutive As -Needed contract. During the first contract, Kleinfelder worked
on two main projects for the District.
Valve Replacement Project - Phase 1: As part of their asset management program, the District identified
numerous valves requiring replacement. This project includes the replacement of 38 existing valves and installation
of 14 new valves at 19 sites throughout Carlsbad. Each location is unique depending on pipeline and valve location,
street type, and valve cluster configuration. The valve replacement design includes development of plans and
details. Each site's design was thoughtfully tailored. Design considerations and permitting coordination with North
County Transit District and Caltrans was necessary for several locations.
During the design it was determined that insertion valves would be utilized to assist in shutdowns for the
replacements. Kleinfelder assisted the District in determining the best locations for the valves for the best shutdown
sequencing as well as for future use. An engineer's opinion of probable construction cost was prepared.
Bolero Pressure Reducing Station Replacement: The District's Bolero Pressure Reducing Station (PRS) buried
concrete vault had developed cracks in the upper portions of the walls and had concrete spalling occur on the
interior roof and walls. Kleinfelder was retained to conduct a site visit and prepare a report describing the condition
of the PRS. The report presented three replacement options for replacing the vault listing the advantages and
disadvantages of each option and providing a concept level opinion of probable construction cast for each option.
Options included pre -cast vault with pre -cast bottom, pre -cast vault with cast -in -place bottom, and cast -in -place
vault. Based on the report and the recommended options, Kleinfelder prepared design documents for a new vault,
preparation of construction drawings, calculations, and specifications, and prepared an opinion of probable
construction cost. Kleinfelder also provided bidding and construction phase services.
