Determine that the recommended actions are exempt from further review in <br />accordance with the California Environmental Quality Act as Categorical Exemption <br />Environmental Review No. ER-2020-32 was filed for the project. <br />DISCUSSION <br />The Fremont Elementary and Spurgeon Intermediate Safe Routes to School (SRTS) <br />project will improve pedestrian and bicyclist safety with the construction of traffic <br />improvements along the suggested safe routes for the Fremont Elementary and <br />Spurgeon Intermediate schools (Exhibit 1). The scope of work includes construction of <br />curb extensions at crosswalks and intersections, traffic circles at intersections, <br />sidewalks, driveway approaches, curbs and gutters, speed humps, bikeways, street <br />lights, traffic signal installations, traffic signal modifications, utility improvements, <br />irrigation, and landscaping. The expected benefits from these improvements are the <br />increase in confidence of parents to allow more students to safely walk or ride their <br />bicycles to and from schools, parks, and other destination points, and improve the <br />quality of life for all users. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of <br />1,435 regional vendors via PlanetBids, many of which are Santa Ana based. Sixty-one <br />vendors requested bidding documents, and a total of three bids were received. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on April 10, April 17, April 24, and May 1, 2023. The project was also <br />advertised in PlanetBids from April 10, 2023 through May 8, 2023. Onyx Paving <br />Company, Inc. submitted the lowest responsive base bid in the amount of $5,204,000 <br />(Exhibit 2). As specified in the bid documents, the lowest bid shall be determined on the <br />basis of the Base Bid. Based on the bid analysis and a contractor's reference check, <br />Staff recommends awarding the construction contract to Onyx Paving Company, Inc., in <br />the amount of the base bid totaling $5,204,000 (Exhibit 3). <br />
