Main Street Rehabilitation Project <br />June 20, 2023 <br />Page 2 <br />5. Determine that the recommended actions are exempt from further review in <br />accordance with the California Environmental Quality Act as Categorical Exemption <br />Environmental Review No. ER-2023-57 was filed for the project. <br />DISCUSSION <br />The City's Pavement Management Program identified Main Street Rehabilitation from <br />MacArthur Boulevard to Dyer Road and St. Gertrude Place at Orange Avenue Project <br />as a high priority for street rehabilitation (Exhibit 1). Based on the adopted Pavement <br />Management Program, the pavement has deteriorated due to weather, age, and wear - <br />and -tear from heavy usage vehicles. The improvements include the removal and <br />replacement of failed asphalt pavement and the replacement of damaged concrete <br />curb, gutters, sidewalks, and curb ramps, and installation of traffic loops, traffic stripes, <br />pavement markings, curb extensions, and underground collapsed drain culvert at the <br />intersection of St. Gertrude Place and Orange Avenue. Once completed, these <br />improvements will enhance the ride quality and visual appearance of the street, and <br />comply with the Americans with Disabilities standards. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 859 <br />regional vendors via PlanetBids, many of which are Santa Ana based. Four vendors <br />requested bidding documents, and a total of four bids were received. No bids were <br />received from Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on April 17, 2023 and April 24, 2023. The project was also advertised in <br />PlanetBids from April 17, 2023 through May 2, 2023.
