<br />City of Santa Ana RFP 23-041 <br />Page A1-3 <br /> <br /> <br />- Assess the lighting levels or needs in relation to street classifications, land use, <br />pedestrian’s activity centers (schools, crosswalks, etc), bikeway, high nighttime collision <br />areas and transit. <br />- Consultant to prepare different photometric contour calculations for the different street <br />widths and classifications, to include residential, commercial, and industrial, and shall <br />standardize these contour maps and spacing, and create basic standards for lighting. <br />- Evaluate existing lighting system for compliance with the requirements of International <br />Engineering Standard (IES), RP-8, for level of lighting and uniformity. Consultant to <br />conduct a lighting analysis and prepare photometric contour plans on the city’s major <br />thoroughfares with ADT volumes in excess of 10,000 vpd. <br />- Assess the Safety and reliability of the system and make recommendations for <br />equipment replacement. <br />- Identify Areas of inadequate lighting. <br />- Review and evaluate conflicts between streetlights and large trees and ways to mitigate <br />this dilemma. <br />- Assess condition of existing conduits and wiring and provide a cost to replace. <br />- Discuss current Vandalism issues including wire theft and pole knockdowns and provide <br />solutions to prevent future vandalism or recover repair cost. <br />- Review and provide recommendations of current Street Lighting Standards and Contract <br />Special Provisions. <br />- Develop a formal Needs Assessment document. <br /> <br /> <br />TASK 3 – MAINTENANCE & OPERATIONS ASSESSMENT AND DEFICIENCIES <br /> <br />Provide the City with a clear understanding and assessment of maintaining and operating the <br />existing street lighting system at optimal levels from recommendation described above, and <br />identify specific deficiencies including but not limited to the following: <br /> <br />- Assess current staffing levels, cost to operate and maintain the existing system and <br />recommendations. <br />- Provide a thorough maintenance and operation analysis. <br />- Asses existing Facilities, Equipment, and Maintenance Vehicles. <br />- Quantify and describe types of service requests receive by City. <br />- Develop standard operation procedures; Routine Maintenance, Preventative Maintenance, <br />Emergency Maintenance, Dig Alert Program <br />- Develop Safety training plan. <br />- Identify funding needs for maintenance and operations. <br />- Identify cost savings opportunities. <br />- Develop a formal Assessment document. <br /> <br /> <br /> <br />
