2022-2025 MOU City of Santa Ana & SEIU Full-Time Employees Unit Page 18 <br />employee and Department Head of the decision as to whether a study will be <br />conducted. If the Executive Director of Human Resources or designee determines <br />that a study is appropriate, the Executive Director of Human Resources or designee <br />will so notify the employee and the Department Head in writing and will provide <br />the employee and Department Head with an approximate start date for the study. <br />D. Determinations of the Department Head and the Executive Director of Human <br />Resources are not final. An appeal to the City Manager or their representative shall <br />be presented within fifteen (15) working days of the notification of the findings by <br />the Executive Director of Human Resources. The City Manager’s decision is final. <br />This process is not subject to the grievance provisions of this MOU. <br />E. All studies and study findings will require City Manager or designee approval <br />before proceeding. <br />F. All recommendations resulting from study findings require the approval of the City <br />Council and will be implemented in accordance to the City’s Civil Service rules.
