Monitoring design activities and delivery schedules through a committed Quality Assurance/Quality <br />Control process <br />Providing direction on the most beneficial and cost-effective task order solutions <br />Mark Thomas has developed the following general approach to a street and/or active transportation <br />PS&E task order. Ultimately, each task order is completed with a tailored approach according to the City's <br />specific needs, budget, and schedule. For projects with State and/or Federal funding, Mark Thomas will <br />assist the City in the administration and processing of the necessary documents with Caltrans Local <br />Assistance, including right-of-way certifications and Requests for Authorization. <br />PROJECT MANAGEMENT AND ADMINISTRATION <br />Mark Thomas will gather readily accessible information on the <br />KEY DELIVERABLES <br />project and will conduct a detailed project site visit during our scope <br />development process where applicable. This will confirm our project <br />» Agendas & Minutes <br />understanding and help us answer key technical questions, even <br />>> Progress Reports <br />before task order notice to proceed (NTP) is received. We will drive <br />>> Schedule Updates <br />the project schedule, evaluate and monitor budgets, perform quality <br />control, conduct project meetings including agendas, exhibits and <br />>> Quality Control & Audit <br />meeting minutes. <br />BASELINE REVIEW AND PROJECT DEFINITION <br />Our team will conduct a detailed walk audit of the project site, KEY DELIVERABLES <br />identifying existing conditions and deficiencies related to pavement >>Site Audit <br />condition, curb, gutter and sidewalk conditions, ADA compliance and <br />other elements that may affect the proposed project. Survey and >> As -Built Plans <br />mapping will be conducted to provide a project basemap. Other site- >> Utility "A" Letters <br />specific information will be obtained, including as-builts and facility >> Survey & Mapping <br />maps from pertinent agencies and utility owners (utility "A" letter <br />request). <br />CONCEPT/PRELIMINARY DESIGN DEVELOPMENT <br />Early pre -concept design identification of constraints provides us with <br />KEY DELIVERABLES <br />flexibility, allowing for more time to mitigate risks and incorporate cost- <br />effective solutions in the project. Mark Thomas will include preliminary <br />» Preliminary Plans (30%) <br />design tasks in the scope of work for the project. We will analyze <br />>> Cost Estimate <br />alternatives to determine their relative impacts and prepare preliminary <br />>> ROW and Utility <br />construction cost estimates to assist the City in evaluating each <br />Impacts <br />alternative. <br />Environmental <br />For each alternative, if needed, we will identify the right-of-way impacts <br />Clearance <br />and address the required CEQA and NEPA (if necessary due to <br />Geotechnical Report <br />funding) environmental clearance and documentation for the project. <br />�� <br />With the alternative set, additional studies will be performed including <br />WQMP <br />geotechnical, stormwater WQMP, and potholing (if necessary). <br />>> Potholing, if necessary <br />ON -CALL ENGINEERING SERVICES <br />City of Santa Ana <br />MARK THOMAS <br />Page 11 <br />
