Lead departments may include local, County, or <br />regional agencies that are capable of or responsible for implementing activities and programs. <br /> <br />Plan Goals Addressed <br />The plan goals addressed by each action item are included as a way to monitor and evaluate how <br />well the mitigation plan is achieving its goals once implementation begins. <br /> <br />The plan goals are organized into the following five areas: <br />✓ Protect Life and Property <br />✓ Enhance Public Awareness <br />✓ Preserve Natural Systems <br />✓ Enhance Emergency Services <br />✓ Promote Partnerships and Implementation <br />Planning Mechanism <br />It’s important that each action item be implemented. Perhaps <br />the best way to ensure implementation is through integration <br />with one or many of the City’s existing “planning mechanisms” <br />including the General Plan, Capital Improvement Program, <br />General Fund and Grants. Opportunities for integration will be <br />simple and easy in cases where the action item is already <br />compatible with the content of the planning mechanism. As an <br />example, if the action item calls for the creation of a floodplain <br />ordinance and the same action is already identified in the <br />General Plan’s policies, then the General Plan will assist in <br />implementation. On the contrary, if preparation of a floodplain <br />ordinance is not already included in the General Plan policies, <br />then the item will need to be added during the next update to <br />the General Plan. The General Plan was last updated in 2020 and was used as a reference <br />throughout the Mitigation Plan. The next General Plan update will likely not take place for another <br />10 years. <br /> <br />The Capital Improvement Program (CIP), depending on the budgetary environment, is updated <br />every 5 years. The CIP includes infrastructure projects built and owned by the City. As such, the <br />CIP is an excellent medium for funding and implementing action items from t he Mitigation Plan. <br />The Mitigation Actions Matrix includes several items from the existing CIP. The authors of the <br />CIP served on the Planning Team and are already looking for funding opportunities for several of <br />the Mitigation Plan action items. <br /> <br />The Storm Drain Master Plan (2018) identifies flood-related improvements for the City and is <br />referenced in several flood-related items on the Mitigation Actions Matrix. <br /> <br />The General Fund is the budget document that guides all of the City’s expenditures and is updated <br />on an annual basis. Although primarily a funding mechanism, it also includes descriptions and <br />details associated with tasks and projects. <br />
