Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br />d) Result in other emissions (such as those leading to odors) adversely affecting a substantial number <br />of people? <br />No New Impact. The proposed Project does not include heavy industrial, agricultural uses, wastewater <br />treatment plants, food processing plants, chemical plants, composting, refineries, landfills, dairies, and <br />fiberglass molding, or other land uses that typically result in emissions associated with odor complaints, based <br />on the SCAQMD CEQA Air Quality Handbook. The Project would provide for warehousing. Potential <br />emissions that may lead to odors during construction activities include equipment exhaust. However, these <br />emissions and any associated odors would be localized and temporary in nature and would not be sufficient <br />to affect a substantial number of people or result in a nuisance as defined by SCAQMD Rule 402. Therefore, <br />development pursuant to the proposed Project would not result in any substantial impacts related to odor. <br />The Project would result in no new impacts on other emissions affecting a substantial number of people. <br />Conclusion <br />With regards to the issue area of air quality, the following findings can be made: <br />1. No peculiar impacts to the Project or its site have been identified. <br />2. There are no potentially significant off -site and/or cumulative impacts which were not discussed by <br />the GPU EIR. <br />3. No substantial new information has been identified which results in an impact which is more severe <br />than anticipated by the GPU EIR. <br />Uniformly Applied Development Policies or Standards (DP/S) <br />AQMD Rule 402. The construction plans shall include a note that the project is required to comply with the <br />provisions of South Coast Air Quality Management District (SCAQMD) Rule 402. The project shall not <br />discharge from any source whatsoever such quantities of air contaminants or other material which cause <br />injury, detriment, nuisance, or annoyance to any considerable number of persons or to the public, or which <br />endanger the comfort, repose, health or safety of any such persons or the public, or which cause, or have a <br />natural tendency to cause, injury or damage to business or property. <br />AQMD Rule 403. The construction plans shall include a note that the project is required to comply with the <br />provisions of South Coast Air Quality Management District (SCAQMD) Rule 403, which includes the following: <br />• All clearing, grading, earth -moving, or excavation activities shall cease when winds exceed 25 mph <br />per SCAQMD guidelines in order to limit fugitive dust emissions. <br />• The contractor shall ensure that all disturbed unpaved roads and disturbed areas within the project <br />are watered, with complete coverage of disturbed areas, at least 3 times daily during dry weather; <br />preferably in the mid -morning, afternoon, and after work is done for the day. <br />The contractor shall ensure that traffic speeds on unpaved roads and project site areas are reduced <br />to 15 miles per hour or less. <br />AQMD Rule 1 1 13. The construction plans shall include a note that the project is required to comply with the <br />provisions of South Coast Air Quality Management District Rule (SCAQMD) Rule 1 1 1 3. Only "Low -Volatile <br />Organic Compounds" paints (no more than 50 gram/liter of VOC) and/or High Pressure Low Volume (HPLV) <br />applications shall be used. <br />GPU EIR Mitigation Measures Applicable to the Project <br />AQ-1 Prior to discretionary approval by the City of Santa Ana for development projects subject to <br />CEQA (California Environmental Quality Act) review (i.e., non-exempt projects), project applicants <br />shall prepare and submit a technical assessment evaluating potential project construction -related <br />air quality impacts to the City of Santa Ana for review and approval. The evaluation shall be <br />prepared in conformance with South Coast Air Quality Management District (South Coast AQMD) <br />methodology for assessing air quality impacts.
