Task 2.4 - Submittal Management <br />Upon receipt of the required submittals and O&M <br />manuals from the Contractor, we will send these to the <br />design engineer for review, maintain a log, and manage <br />shop drawings and sample/submittal review process to <br />confirm the following: <br />1. Short-term look -ahead schedules contain critical <br />submittal dates, and the logs reflect the same. <br />2. Submittals are reviewed in accordance with the <br />contract documents and returned to the Contractor <br />3. Logs are updated on a regular basis. <br />4. Shop drawings are reviewed and returned before <br />associated work has begun. <br />5. Submittal copies are maintained in the file. <br />After the review, we will return submittals to the <br />Contractor and forward a copy to the City. <br />Task 2.5 — Construction Observation <br />We will implement observation guidelines for <br />monitoring the quality of the Contractor's work. We will <br />conduct field observation and prepare documentation <br />(daily reports) of construction tasks, including <br />construction staging; utility coordination; processes; <br />mechanical, electrical, and instrumentation; traffic <br />and pedestrian access; drainage, environmental, <br />and National Pollutant Discharge Elimination System <br />(NPDES) requirements; concrete; grading; concrete <br />slurry; pipeline; base surfacing; landscaping and/or <br />irrigation restoration; and erosion control. <br />Task 2.6 - Construction Surveys and Staking <br />Coordination <br />We will observe and review the Contractor's surveys <br />and staking. We will coordinate with the Contractor and <br />licensed surveyor to quantify and compute quantities of <br />work provided by the Contractor, if required. <br />Task 2.7 - Stormwater Pollution Prevention Plan <br />and Environmental Monitoring Coordination <br />We will review the Storm Water Pollution Prevention <br />Plan (SWPPP) submitted by the Contractor and <br />will monitor and document the Contractor's general <br />conformance with the SWPPP. We assume the filing <br />of the SWPPP with the State Water Resources Control <br />Board SMARTS System will be completed by the City. <br />We will coordinate with the City to confirm the <br />Contractor follows requirements of the final <br />environmental documents, including required mitigation <br />measures. <br />Task 2.8 — Request for Information (RFI) <br />We will coordinate efforts regarding change orders and <br />RFIs submitted by the Contractor, or requested by the <br />City, as follows: <br />1. Compile change order supporting documentation, <br />such as inspection reports, test reports, drawings, <br />sketches, photographs, and other materials, as <br />required. <br />2. Review and evaluate the appropriateness of <br />proposed change orders, advise the City as to their <br />effect on the contract time and cost, and complete <br />independent estimates of the proposed change <br />order work when necessary or when directed by <br />the City. <br />3. Negotiate change orders and recommend approval <br />or denial with direction and final approval by the <br />City. <br />4. Maintain change order and RFI logs. <br />Task 2.9 — Change Orders <br />We will investigate proposed change orders submitted <br />by the Contractor or requested by City. Change <br />order submittals will include supporting records. <br />Our investigation will include the impacts on the <br />project schedule and budget and will include a <br />recommendation for approval or disapproval. <br />We will complete the following: <br />1. Assemble documentation to include items, such as <br />inspection reports, test reports, drawings, sketches, <br />photographs, and other materials, as required. <br />2. Prepare change order estimates consisting of a <br />cost estimate conforming to City procedures and <br />forms; assess the impacts of the proposed change <br />on the Contractor's schedule and operations; and <br />prepare a written report summarizing the impact <br />of the proposed change in terms of extra cost, <br />cost savings, schedule, and effect on Contractor's <br />obligations. <br />3. Evaluate the Contractor's price proposals for <br />reasonableness and accuracy of construction <br />
