Orange County Children's Therapeutic Arts Center <br />Procurement Policy <br />2022-2023 <br />Orange County Children's Therapeutic Arts Center (OCCTAC) has established this <br />policy to guide its procurement of supplies, equipment, and services. The purpose of <br />this policy is to insure that OCCTAC makes procurement decisions and payments in <br />an open and fair manner and to document all purchases when appropriate. <br />A.Code of Conduct <br />No employee, officer, or agent of Orange County Children's Therapeutic Arts Center <br />(OCCTAC) shall participate in the selection or in the award or administration of any <br />procurement if a conflict of interest, real or apparent, would be involved. Such a <br />conflict could arise if the employee, officer, or agent: any member of her/his <br />immediate family; his/her partner; or an organization which employs or is about to <br />employ any of the above has a financial or other interest in the firm selected for <br />award. <br />No officer, employee, or agent of OCCTAC shall solicit or accept gratuities, favors, <br />or anything of monetary value form contactors, potential contractors, or parties to <br />sub-agreements, except where the financial interest is not substantial or the gift is an <br />unsolicited item of nominal intrinsic value. <br />Any alleged violations of these standards of conduct shall be referred to the <br />Executive Director. Where violations appear to have occurred, the offending <br />employee, officer, or agent shall be subject to disciplinary action, including but not <br />limited to: dismissal or transfer; when violations or infractions appear to be <br />substantial in nature, the matter may be referred to appropriate officials for criminal <br />investigation and possible prosecution. <br />B.Procurement Procedures <br />The officer, employee, or agent responsible for procurement of services, supplies, <br />equipment or construction shall review all proposed procurement actions to avoid the <br />purchase of unnecessary or duplicative items. <br />All services and items will be purchased with consideration of these priorities: <br />1.Best price <br />2.Features and quality of the item <br />3.Willingness to meet billing, delivery, and service needs <br />4.Minority or Women-owned supplier <br />Services and items less than $500: <br />Comparisons of prices, quality, and features can be made by visit, telephone, or by <br />consulting advertisements and catalogues. All purchases must be made within budget <br />EXHIBIT 1
