Our QA/QC Manager will conduct <br />weekly reviews of the project reporting to ensure <br />compliance with City and regulatory requirements. <br />Provide general consulting services to City staff and <br />their consultants on matters relating to appraisals, <br />appraisal reviews, environmental assessments, <br />acquisitions, relocation assistance, property <br />management, title and closing services and policy <br />implementation. <br />Implement and comply with Uniform Act guidelines, <br />State and Federal laws, Caltrans Local Assistance <br />Program Guidelines, Caltrans Local Assistance <br />Procedures Manual and the Caltrans Right of Way <br />Manual (as necessary). <br />Develop all necessary acquisition and relocation <br />formats for use on the project, including appraisal <br />notices, offer letters, appraisal statements, acquisition <br />brochures, agreements, contracts, deeds, relocation <br />notifications and claim forms, in a format acceptable <br />to the City and the City-s counsel. <br />Right -of -Way Acquisition <br />Monument performs negotiations for voluntary and <br />involuntary acquisitions with a hands-on approach <br />knowing the sensitivity involved. We comply with all <br />applicable laws and regulations including the Uniform <br />Relocation Assistance and Real Property Acquisition <br />Policies Act of 1970 or Title 25, California Code of <br />Regulations, and its amendments. Utilizing our team of <br />bilingual agents, we establish trusted relationships with <br />the property owners to ensure a smooth transaction <br />while ethically representing the City. <br />Preparation of Offer Package. Monuments Project <br />Manager will complete a thorough review of both the <br />appraisal and the appraisal review, as well as the title <br />report and underlying documents, vesting information, <br />and other relevant documents for the preparation of the <br />City's purchase offer packages. Each offer package will <br />contain the City's written offer letter, Appraisal Summary <br />Statement, Statement of Just Compensation, acquisition <br />brochure, proposed Right -of -Way Contract and deeds, <br />Title VI, if applicable, and an itemized list of Improvements <br />Pertaining to the Realty, if applicable. Before submitting <br />offer packages to the City for approval, Monument's QA/ <br />QC Manager will perform a comprehensive review to <br />ensure all documents contained in the package comply <br />with required laws and regulations and meet the City-s <br />quality standards. <br />Negotiations. Monuments Acquisition Agent will <br />contact the property owner(s) and, if possible, meet <br />with the owner in person at a convenient location <br />to present the City's offer within two (2) weeks after <br />receipt of the approved appraisal and determination <br />of just compensation by the City. During this meeting, <br />the agent will discuss the project, explain the property <br />rights affecting the property, review the proposed project <br />design, present the offer to purchase, review the salient <br />information in the appraisal report, review the terms <br />of the ROW Contract and answers any questions or <br />concerns the owner may have concerning the process. <br />An informational brochure explaining the acquisition <br />process will also be provided. Immediately following this <br />meeting, the Acquisition Agent will notify the Relocation <br />Agent of the initiation of negotiations and if relocation will <br />be required. <br />Owners will be given reasonable opportunity to consider <br />offers, present materials they believe are relevant to <br />determining propertyvalues, and suggest modifications in <br />the proposed terms and conditions of the purchase. Every <br />reasonable effort will be made to acquire the necessary <br />real property rights expeditiously through negotiations. <br />The Acquisition Agent will proactively communicate <br />with the property owner on a regular basis, meet in <br />person when necessary, and respond to any questions, <br />concerns or clarifications requested by the property <br />owner. The Acquisition Agent will establish a file and <br />maintain a parcel diary/log to record all communications <br />with the property owner and/or the property owner s <br />representative. If an amicable agreement is reached with <br />the property owner, the Acquisition Agent will prepare a <br />memorandum transmitting the owner s signed agreement <br />and executed deeds to sell the property, for review <br />and approval by the City.
