<br />Joey has over 30 years of experience in program and project management in right-
<br />of-way and real estate consultant services. Joey has delivered a broad spectrum
<br />of projects ranging from highway expansion, interchange improvement, grade
<br />separation, light and heavy rail, utility, water, redevelopment, school expansion
<br />and alternative energy_ He has successfully managed and executed over 10,000
<br />acquisitions, relocations and real estate related transactions for public projects
<br />throughout California- He is considered one of the industry leaders in the preparation
<br />of detailed project management plans, cost estimates and budgetary reports for
<br />large public sector projects_ He is an expert in Federal Transit Administration (FTA),
<br />Federal Highway Administration (FHWA), and State Department of Transportation
<br />(DOT) procedures.
<br />EXPERIENCE
<br />INTERSTATE 405 IMPROVEMENT PROJECT

<br />Joey is responsible for the development, implementation, and overall delivery of
<br />the necessary right-of-way to construct this 16-mile design -build project of the
<br />1-405 between State Route 55 and the 1-605_ This project consists of 288 partial
<br />acquisitions affecting residential, commercial, retail, motels, public facilities, federal
<br />lands, and a regional shopping mail, which required right-of-way certification and
<br />release to the design -build contractor in segmented parcel groups. Joey leads
<br />the right-of-way program that includes real estate appraisals, appraisal reviews,
<br />parcel mitigation planning, property negotiations, title and escrow, relocation
<br />assistance, condemnation coordination, certification, scheduling, cost estimating,
<br />risk management, and project closeout. The project boasts 100% of right-of-way
<br />delivered on schedule with no delays to construction. The project involved minimal
<br />condemnation due to the high settlement rate. Joey was part of a think tank that
<br />developed new processes which saved OCTA millions of dollars and accelerated
<br />the delivery process. Project Cost: $1.9 billion including $145 million in right-of-way
<br />capital costs.
<br />MOUNT VERNON AVENUE BRIDGE REPLACEMENT PROJECT

<br />Joey was responsible for managing the right-of-way acquisition program and
<br />oversight of the day-to-day activities of the consultant team for the design -build
<br />bridge replacement project. This included acquisition, relocation, title, appraisal,
<br />appraisal review, demolition, property management, right-of-way certification,
<br />eminent domain support, and construction oversight. Joey was instrumental in the
<br />development of the design -build procurement documents, analysis of proposed
<br />ATC's, preparation of cost estimates, federal funding authorization applications,
<br />and budget and schedule management_ Built in 1934. the Mount Vernon bridge has
<br />been declared by Caltrans as structurally deficient and functionally obsolete and in
<br />desperate need of replacement. The project involves the demolition of the existing
<br />bridge and complete construction of a new bridge. The right-of-way associated
<br />with this project consisted of 32 full take acquisitions, 12 partial acquisitions and
<br />displacement of 45 residential homes. Project Cost: $250 million including $17
<br />million of right-of-way capital costs.
