<br />DISCUSSION
<br />The work to be performed consists of removing existing 8-inch, 10-inch, and 12-inch VCP
<br />Sewer Main and replacing them with approximately 127 linear feet of 8-inch PVC,15 linear
<br />feet of 10-inch PVC, 692 linear feet of 12-inch PVC, and 2,361 linear feet of 15-inch PVC
<br />Sewer Main, as well as all appurtenant work, in accordance with the project plans as
<br />specified hereinafter, project specifications as specified hereinafter, and in accordance
<br />with the Standard Specifications for Public Works Construction (The Green -book), latest
<br />Edition, Including all supplements. The contractor shall furnish all necessary labor, tools,
<br />materials, appliances, and equipment to complete the project.
<br />This project is required to maintain effective operation of the City's sanitary sewer system,
<br />eliminate sewer main obstructions, reduce sewer maintenance requirements, enhance
<br />sewer flows, and prevent sewer system overflows.
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, the City notified a total of
<br />250 regional vendors via PlanetBids, many of which are Santa Ana based. Sixteen
<br />vendors requested bidding documents, and a total of nine bids were received. Bids were
<br />not received from any Santa Ana contractors.
<br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br />newspaper on August 02 and August 03, of 2021. The project was also advertised in
<br />PlanetBids from July 30, 2021 through September 09, 2021. Bids were received
<br />electronically via PlanetBids on September 09, 2021.
