Award a Construction Contract for Library Roof Improvements <br />April 20, 2021 <br />Page 2 <br />Public Outreach and Contractor Participation <br />A Notice Inviting Bids was advertised in the Orange County Register newspaper on <br />January 21 and January 28, 2021 to provide an opportunity for local vendors to submit <br />bids. The project was also advertised on PlanetBids, and bids were received electronically <br />via PlanetBids on February 23, 2021. <br />The City notified a total of 138 regional vendors via PlanetBids, six of which are Santa <br />Ana based, and 37 vendors requested bidding documents. Best <br />Contracting Services, Inc. submitted the lowest responsive base bid in the amount of <br />$491,188 (Exhibit 3). Based on the bid analysis and a contractor's reference check, staff <br />recommends awarding the construction contract to Best Contracting Services, Inc. in the <br />amount bid (Exhibit 4). <br />Proiect Delive <br />To deliver a complete project with the addition of the construction contract, the estimated <br />total project delivery cost includes construction administration, inspection, and testing, <br />along with an allowance for contingencies to account for unexpected or unforeseen <br />conditions. Construction administration and inspection include construction management, <br />implementation of the City's Community Workforce Agreement, inspection of the <br />Contractor's work to ensure contract compliance, workmanship, and quality, and material <br />testing.
