<br />The sewer system improvements will include approximately 1,500 linear feet of new 10-
<br />inch polyvinyl chloride sewer main, sewer laterals, sewer maintenance holes, asphalt
<br />concrete pavement, striping, and concrete driveway approaches. Once completed, these
<br />improvements will eliminate sewer main obstructions, reduce sewer maintenance
<br />requirements, enhance sewer flows, and prevent sewer system overflows. In addition,
<br />the improvements will enhance ride quality on these streets and surface drainage.
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was
<br />advertised in the Orange County Register newspaper on December 22 and December
<br />23, 2020. The project was also advertised on the City's web -based electronic bidding
<br />system, PlanetBids, from December 17, 2020 through January 21, 2021. Bids were
<br />received electronically via PlanetBids on January 21, 2021.
<br />The City notified a total of 495 regional vendors via PlanetBids, 17 of which are Santa
<br />Ana based. Sixty-nine vendors requested bidding documents, and a total of 13 bids were
<br />received. Bids were not received from any Santa Ana contractors.

<br />the lowest responsive base bid in the amount of $707,733 (Exhibit 3). Based on the bid
<br />analysis and a contractor's reference check, staff recommends awarding the construction
<br />contract to Big Ben, Inc. in the amount bid (Exhibit 4).
