Concordia University EIR Peer Review <br />City of Irvine <br />Chad led a CEQA peer review and advisory services on behalf of the City, which was processing the <br />entitlements for Concordia University's Master Plan amendments. The FIR was prepared by Concordia's <br />consultant team, and Chad's team worked with the City to ensure that the FIR was adequate pursuant to <br />CEQA. The project involved development over four phases, including demolition of seven buildings <br />(approximately 71,000 square feet), construction of up to approximately 150,000 square feet of <br />institutional buildings, a new residence hall (74 units/292 beds), relocation and improvements to athletic <br />fields, new and reconfigured parking and internal roadways, and other common area improvements. <br />BigBeau Solar Development Project CEQA Services <br />EDF Renewables <br />Chad and Tanya led the preparation of a series of technical studies to support EDF's proposal to develop <br />128 megawatts of solar photovoltaic power with up to 60 megawatts of battery storage on an <br />approximately 3,000-acre site in eastern unincorporated Kern County, near the communities of Willow <br />Springs and Rosamond. The team prepared a series of technical studies that were used by Kern County <br />and its consultants for the CEQA documentation, including biological resources, cultural resources, <br />aesthetics (with photo simulations), agricultural farmland conversion, geology, hydrology and water <br />quality, water supply, traffic, air quality, greenhouse gas emissions, and noise studies. The team also <br />supported EDF by preparing complete county applications and a detailed development Entitlement <br />Package. Throughout the FIR process, the team supported EDF by providing CEQA advisory services and <br />conducting peer reviews of the FIR that was prepared by Kern County's consultant team. <br />CEQA Document Peer Review of Moulton Niguel Water District Operations Center and <br />Site Consolidation Project <br />City of Laguna Hills <br />Chad led a peer review and provided advisory services to the City for a proposal by the Moulton Niguel <br />Water District to consolidate administrative and operational functions at two different sites. The project <br />included development of new office buildings, a shop building, a fleet services building, and other <br />improvements to the site in an area surrounded by residential uses. The City was a responsible agency <br />under CEQA and needed to make findings on the document in order to process entitlement applications. <br />The project team was brought in to ensure the document sufficiently addressed the City's issues, <br />mitigated impacts caused by the project, and addressed the concerns of a vocal and involved community <br />that surrounds the project. Chad worked closely with City staff and its outside legal counsel to focus the <br />reviews on technical accuracy, methodologies, and defensibility. <br />ASCENT 1) 06.O823 <br />
