PROJECT UNDERSTANDING <br />The City is processing an application for a specific plan for a 17-acre site in its southern gateway that <br />proposes a mix of uses, including up to 1,583 residential units, up to 80,000 square feet of commercial <br />space, up to 300,000 square feet of office space, and 158,300 square feet of publicly accessible open <br />space. The project would demolish and replace the existing development on -site comprising <br />approximately 164,049 square feet of existing retail shops and restaurants, offices, a movie theater, and <br />surface parking. <br />As part of the City's entitlement process, the City must complete environmental review of the potential <br />impacts associated with plan implementation, pursuant to CEQA, prior to exercising discretion over <br />whether to approve the applications. The City has enabled the applicant to prepare the EIR and the <br />related technical studies, including: <br />• Shade and Shadow Modeling and <br />Analysis <br />• View Simulations <br />• Air Quality Assessment <br />• Arborist Assessment Report <br />• Cultural and Paleontological Resources <br />Evaluation <br />• Geotechnical Investigation <br />• Phase I Environmental Site Assessment <br />• Energy Assessment <br />• Greenhouse Gas Emissions Assessment <br />• Preliminary Drainage Study <br />• Hydrologic Study and Drainage Plan <br />• Noise and Vibration Impact Assessment <br />• Transportation: VMT Assessment and <br />LOS-Based Traffic Study <br />• Water Supply Assessment <br />• Tribal Cultural Resources: SB 18 and <br />AB 52 Consultation Documentation <br />• Preliminary Water Quality Management <br />Plan <br />• Water Hydraulic Model Evaluation Study <br />• Sewer Study <br />• Health Risk Assessment <br />• Household Size Report <br />Additionally, the applicant is preparing a Fiscal and Economic Impact and Community Benefits Analysis <br />separate from the EIR reports, which the City requests to be peer reviewed. <br />As this high -profile project has garnered significant public interest, the CEQA documentation must be <br />complete, accurate, and defensible to withstand potential legal scrutiny. Given these conditions, the City <br />needs a dedicated environmental consultant with a proven project management team and expert <br />technical specialists to partner with for the CEQA review documentation. <br />GENERALAPPROACH <br />We at Ascent are eager to assist the City in expeditiously processing the entitlements for the project by <br />ensuring that all aspects of the CEQA process and documentation are completed adequately on behalf of <br />and in close coordination with City staff. Ascent's approach to an effective and streamlined environmental <br />planning process can be described in three words: collaborative, proactive, and comprehensive. <br />• Ascent will collaborate closely and regularly with staff, working shoulder to shoulder through all <br />key steps in the environmental preparation and document review process.
