Where <br />challenges arise, we will work together to address them and offer solutions to resolve the issues so <br />that the overall schedule can be achieved. <br />Our team will be proactive from the onset of the project through completion. We anticipate issues <br />before they occur and will plan ahead to keep the process moving to avoid delays. Ascent <br />understands the need for flexibility and will be nimble to adapt to changes when unforeseen <br />issues occur. <br />Ascent's work will be comprehensive. We will critically review the applicant -prepared <br />environmental documentation and technical studies using our experienced senior -level experts to <br />ensure they are adequate, consistent, and substantiate conclusions to withstand legal scrutiny. We <br />also keep at the forefront of our minds the need to ensure the City's and the community's needs <br />are considered through appropriate and feasible mitigation. <br />Ascent is the best consultant for thejob given the qualifications and experience of our project <br />management team, the proficiency and expertise of our technical specialists, and our superior CEQA <br />knowledge and track record for preparing the highest -quality and legally adequate CEQA documents. We <br />employ and work by the philosophy to "do it right, do it once" with the goal to alleviate any burden on <br />the City and to deliver on the confidence that you entrust us with for a successful project. <br />We will make ourselves available to provide support to the City through other entitlement phases where <br />necessary. We will apply our experience from working previously with the City of Santa Ana and other <br />public agency clients to help develop successful solutions for this project. Our proposed scope of work is <br />provided below. <br />SCOPE OF WORK <br />Task 1: Project Initiation/Kickoff <br />Ascent will facilitate a project kickoff meeting with the City's planning team. It is assumed that this <br />meeting will be virtual, but we are able to attend in person if necessary. The purpose of this meeting will <br />be to discuss the project, resources available, specific tasks and approach, project schedule, and <br />communication protocols. It is assumed that this will be a 1-hour meeting and will be attended by two <br />Ascent team members. Ascent staff will take meeting notes and will distribute a copy of the notes to the <br />attendees. A portion of this task is also dedicated to mobilizing our team internally, holding a project <br />start-up meeting, and administrative activities in project initiation. <br />Deliverables <br />i Attendance at kickoff meeting <br />A Meeting notes <br />Task 2: Peer Review of Applicant -Prepared Initial Study, Draft EIR and Technical Studies <br />The applicant's consultant will be preparing and submitting the Initial Study, Draft EIR and related <br />technical studies. As the lead agency under CEQA, the City must be able to stand behind these studies <br />and make independent findings in concurrence with the results. The Initial Study, EIR and studies must be <br />technically sound, follow appropriate methodologies, and adequately substantiate their conclusions with <br />facts and evidence. <br />Ascent's technical experts will critically review the Initial Study, EIR and CEQA-related technical studies <br />listed above on behalf of the City to furnish the necessary level of technical expertise as an extension of <br />ASCENT 11060823 <br />
