McDonald's at Santa Clara <br />Public Services and Recreation. Implementation of the proposed Project would not generate <br />population at the Project site; however, the proposed Project has the potential to increase the <br />demand for public services (i.e., fire and police). In the absence of residential population, the <br />Project would not have impact pertaining to schools, parks, and libraries. Psomas understands that <br />fire and police services will be provided by the Orange County Fire Authority and Santa Ana <br />Police Department, respectively. The potential effects associated with implementation of the <br />proposed Project are related to the provision of adequate service levels and the need to upgrade <br />and/or provide additional facilities to serve the proposed Project. Psomas will coordinate with the <br />above service providers to identify existing public service facilities and to determine whether the <br />proposed Project can be adequately serviced without any increase in personnel or expansion of <br />existing resources, including facilities. <br />• Transportation. Psomas understands that the Applicant's traffic consultant has prepared a <br />Traffic Analysis, which will be provided to Psomas for use in the IS/MND. Upon peer review of <br />the said Analysis, the findings will be incorporated in the Transportation section of the IS/MND, <br />and the Analysis will be included as appendix in the IS/MND. <br />• Utilities and Service Systems. Implementation of the proposed Project would not generate <br />population at the Project site; however, the proposed Project has the potential to increase the <br />demand for wet and dry utility services (e.g., water, wastewater treatment, solid waste, electricity, <br />gas, telephone, and cable). The preparation of a Water Supply Assessment (WSA) for the <br />proposed Project is not required, as the Project is below thethreshold for WSA for non-residential <br />uses. Psomas will coordinate with applicable utility providers to obtain the necessary information <br />regarding existing capacity, supply, and future demand from the proposed Project. It is assumed <br />that utility plan showing connections for wet and dry utilities will be provided by the Applicant's <br />civil engineers. <br />• Wildfire. According to CalFire, the Project site is not located within any fire hazard zone. Given <br />that the site and general area is not within the path of a high fire hazard designation, no impacts to <br />future development are anticipated. The fire hazard zones will be identified and described in <br />detail in the IS/MND. <br />Upon completion, the Administrative Draft IS/MND will be submitted for review by the City. <br />Subtask 3.1 Deliverables <br />• Electronic Copy (email) of Administrative Draft IS/MND <br />Subtask 3.2 Proofcbeck Draft and Draft Initial Study/Mitigated Negative Declaration <br />Following review of the Administrative Draft IS/MND by the City, Psomas will revise the document to <br />incorporate comments received and prepare the Proofcheck Draft IS/MND. This task anticipates that <br />comments received would require only one set of revisions. Psomas will then resubmit the document to <br />the City for final approval prior to distribution. <br />Since the proposed Project requires submittal to the State Clearinghouse (SCH), a 30-day public review <br />period is required. Per the current requirements of the Office of Planning and Research (OPR), Psomas <br />will post the IS/MND, including the appendices, the Notice of Intent (NOI), the Notice of Completion <br />(NOC), and the State Clearinghouse (SCH) Summary Form on the SCH's website, and no hard copies <br />will be submitted. Psomas will file the NOI to adopt an MND and the NOC with the County Clerk. A <br />notice is also required to be published in local newspapers or, at a minimum, posted at the Project site. It <br />is assumed that Psomas will prepare the notice, but theCity will post it at the Project site and submit it to <br />the newspaper for publication. <br />R"Woaaiawny oeseom AnaWcoonam ISMND-mmza.mo.
