McDonald's at Santa Clara Avenue Project <br />TASK 2 TECHNICAL ANALYSES/STUDIES <br />Subtask 2.1 Peer Review of Existine Technical Studies <br />We understand thatthe Applicant will prepare and provide to Psomas a Water Quality Management Plan <br />(WQMP); Hydrology and Hydraulics Report; Geotechnical Report; and Traffic Analysis. Upon receipt of <br />the studies, Psomas' Project Manager and technical experts will conduct a peer review of the studies for <br />adequacy and compliance with CEQA. Upon review of each of the studies for CEQA adequacy, a <br />Memorandum will be prepared and submitted to City staff summarizing the comments and <br />recommendations of the Project Manager and technical experts, as appropriate. <br />If additional studies/reports are prepared by the Applicant and provided to Psomas for peer review <br />and incorporation into the IS/MND, a budget augment will be required (through the contingency <br />budget) for the additional peer review. <br />Subtask 2.2 Deliverables <br />• Electronic Copies (email) of Peer Review Memoranda <br />Subtask 2.2 Pronosed Technical Analvses <br />Several technical analyses will be prepared as part of IS/MND sections by Psomas' in-house technical <br />experts in support of an adequate environmental document, consistent with CEQA requirements. These <br />analyses include Air Quality, Energy, Greenhouse Gas (GHG) Emissions, and Noise. The scopes of the <br />said analyses are provided below. <br />Additionally, South Environmental as a subconsultant to Psomas will prepare a Historic Built <br />Environment Assessment to analyze the Project's potential impacts related to historic resources. The <br />scope is provided below. <br />Air Oualitv and Greenhouse Gas Emissions <br />Psomas will develop Air Quality and Greenhouse Gas (GHG) emissions analyses based on a review the <br />Project site plans, traffic study, and related Project data. Pso nas will prepare a Data Needs Request for <br />the Project team to provide data relative to phasing, construction methods, grading quantities, building <br />energy use, stationary sources, vehicle traffic, and Project features related to the required technical <br />analyses. Based on information provided, Psomas will draft reasonable worst -case scenarios for <br />anticipated construction activities (i.e., most intensive phase, type of construction, construction start and <br />completion dates, anticipated soil export and import, equipment mix) and long-term operations to be used <br />as the basis of the air quality modeling. <br />Psomas will conduct the air quality analysis consistent with the South Coast Air Quality Management <br />District's (SCAQMD's) recommended methods for CEQA analyses and will evaluate the Project's <br />contribution to regional emissions to the air basin as well as localized concentrations to uses proximate to <br />the Project site. For the regional emissions analysis, Psomas will calculate the Project's construction and <br />operational criteria pollutant regional (mass) emissions using the California Emissions Estimator Model <br />(CaIEEMod). Model results will be compared with the SCAQMD's CEQA regional emissions thresholds <br />to determine the potential for Project related impacts to the air basin's regional emissions. <br />For theanalysis of potential impacts to the local area proximate to the Project site, the SCAQMD requires <br />that Project -related construction emissions be evaluated against the localized significance thresholds <br />(LSTs). LSTs are used to determine whether sensitive uses near the Project site are exposed to air <br />pollution that exceeds the ambient air quality standards (AAQS). For the operations phase of the Project, <br />it is expected that a qualitative analysis will demonstrate that the Project would not generate traffic <br />congestion at a major intersection at a magnitude that would cause a local carbon monoxide (CO) <br />a.wrw«aincnr 05.m.
