Mc Donald's at Santa Clara Avenue Project <br />"hotspot". Thus, no dispersion modeling is included in this SOW for CO analysis. Project related <br />emissions of construction phase toxic air contaminants (TACs) and odors will also be addressed <br />qualitatively. Additionally, the analysis will include an evaluation of Project conformity with the Air <br />Quality Management Plan for the South Coast Air Basin. <br />Psomas will prepare a GHG emissions analysis. The quantitative Project analysis will use the data and <br />scenarios developed for the air quality analysis; assumptions for the Project's anticipated electricity, <br />natural gas, and water usage; proposed Project features that would conserve energy and water; <br />sustainability features; and other data relative to GHG emissions. Psomas will calculate construction and <br />operational GHG emissions concurrently with the air quality emissions using CalEEMod. Psomas will <br />compare the change in GHG emissions with criteria that have been recommended by the SCAQMD or a <br />threshold determined by coordination with City staff. Psomas will also determine whether implementation <br />of the Project would conflict with applicable State, regional, and the City's Climate Action Plan, Santa <br />Ana Green policies, or regulations adopted for the purpose of reducing air quality and GHG emissions. <br />The findings will be provided as Air Quality and.Greenhouse Gas Emissions sections in the IS/MND, and <br />model results will be included as appendices in the IS/MND. <br />Energy <br />Psomas will develop an Energy Analysis for the Project, which includes a discussion regulatory setting, <br />energy demands, Project energy efficiency measures, impact assessment, and any necessary mitigation <br />measures. The regulatory setting will include a discussion of the local, State, and federal policies and <br />regulations that apply to the Project. The discussion of Project related energy demands includes <br />quantification of anticipated energy consumption from the construction and operations phases. <br />Construction phase energy demand is due to diesel and gasoline consumption used during the <br />development of the Project. The operations phase of the Project would consume energy related to lighting <br />and heating needs as well as vehicle trips. Potential impacts will be assessed relative to Project <br />consistencywith the City of Santa Ana's energy efficiency and conservation goals and State of California <br />Energy Efficiency Standards. An Energy section in the 1S/MND will be developed with the findings of <br />the energy analysis and quantification sheets provided as appendix to the 1S/MND. <br />Noise <br />Psomas will conduct noise and vibration analyses to evaluate potential impacts attributable to the Project. <br />Psomas will visit the Project siteto identify existing noise sources and to measure existing noise levels at <br />the Project site boundaries. Four short-term noise measures (20-minute measurements) will be taken at <br />the Project boundaries. These measurements will document noise levels at the Project site from noise <br />sources such as traffic along East Santa Clara Avenue, North Tustin Avenue, and noise sources from <br />nearby commercial and residential uses. <br />Psomas will analyze temporary noise and vibration impacts from construction activities and will also <br />review the Project plans, design, and traffic impact analyses to evaluate operational noise impacts to <br />offsite sensitive receptors. The Project is anticipated to involve noise sources, which include drive - <br />through activities, HVAC (heating, ventilation, and air conditioning) units, and parking lot activities. The <br />analysis will compare noise impacts with the standards in the City's General Plan and Noise Ordinance. <br />Increases in traffic noise on local roadways will also be quantified using the Federal Highway <br />Administrations RD-77-108 traffic noise model. If mitigation measures are required to minimize noise <br />and vibration impacts, recommend measures will be coordinated with the City and Applicant.
